A 19-member delegation representing the Bharatiya Mazdoor Sangh (BMS) and its affiliated employee organizations met Union Minister of State (Independent Charge) Dr. Jitendra Singh on Saturday to discuss issues concerning Central Government employees, pensioners, and ongoing administrative reforms.
During the meeting, the delegation welcomed the Government’s decision to redeploy nearly 65,000 former Ordnance Factory employees into regular Government service. Representatives described the move as a significant step that provides long-term service security to employees affected by the restructuring and corporatisation of the Ordnance Factory Board.
The delegation included representatives from Bharatiya Mazdoor Sangh (BMS), Bharatiya Pratiraksha Mazdoor Sangh (BPMS), Government Employees National Confederation (GENC), Public Sector Employees National Confederation, SHAR Employees Trade Union, and the Space Employees Association. Together, these organizations represent employees from defence establishments, public sector enterprises, scientific institutions, and other Central Government services across India.
Welcoming the delegation, Dr. Jitendra Singh acknowledged the role of employee organizations in bringing service-related concerns to the Government through institutional dialogue. He said that regular engagement with stakeholders helps strengthen governance and supports the timely resolution of issues affecting Government employees and pensioners.
The delegation also expressed its appreciation for the Government’s earlier decision to extend the deemed deputation of former Ordnance Factory employees until their retirement. It noted that the subsequent decision to redeploy them into regular Government service has addressed one of the key concerns that emerged following the corporatisation of the Ordnance Factory Board.
In addition to welcoming these measures, the representatives raised several service-related issues for the Government’s consideration. These included extending the benefits of the Old Pension Scheme to employees appointed on compassionate grounds, improving career progression opportunities, addressing cadre-related matters, and ensuring broader stakeholder consultations on personnel policies. The delegation also recommended simplifying administrative procedures to reduce litigation and enable quicker resolution of service-related matters.
Responding to the delegation, Dr. Jitendra Singh said that under the leadership of Prime Minister Narendra Modi, the Government remains committed to a consultative and responsive approach in addressing the concerns of Government employees and pensioners. He emphasized that genuine representations receive due consideration through the appropriate ministries and departments and that suggestions aimed at improving governance, simplifying procedures, and enhancing administrative efficiency are always encouraged.
The Minister further stated that the Government continues to pursue administrative reforms focused on transparency, efficiency, and citizen-centric governance. He added that sustained dialogue with employee organizations plays an important role in identifying practical challenges and developing policy responses that serve the larger public interest.
The delegation concluded the meeting by expressing confidence that the Government would continue to implement employee-friendly reforms while maintaining regular engagement with representative organizations on matters relating to service conditions, pension administration, and personnel management. Members also thanked Dr. Jitendra Singh for providing an opportunity to present their views and appreciated the Government’s consultative approach to addressing employee concerns.
