Luxembourg Deputy PM Xavier Bettel to Visit India as Both Sides Deepen Space, Technology and Economic Ties

Luxembourg’s Deputy Prime Minister and Minister for Foreign Affairs and Foreign Trade Xavier Bettel will visit India from September 7 to 9, 2026, as the two countries seek to expand cooperation in space technology, digital innovation, industry, sustainable energy, trade and investment.

The visit has been officially confirmed by both sides, with Luxembourg describing India as an important strategic partner in Asia and outlining an extensive programme covering New Delhi, Chennai and Bengaluru. Bettel will be accompanied by Luxembourg’s Minister of the Economy, SMEs, Energy and Tourism Lex Delles.

In New Delhi, Bettel is scheduled to hold discussions with External Affairs Minister S. Jaishankar, continuing the high-level engagement between the two governments. The two ministers last held detailed bilateral talks in Luxembourg in January, when they reviewed opportunities in sustainable finance, digital technologies, space and India-European Union relations.

The Luxembourg government said the September visit forms part of an effort to strengthen bilateral relations particularly in industry, space technologies, digital innovation and sustainable energy. The programme will also include meetings with Indian government representatives and interactions with businesses.

In Chennai, the Luxembourg delegation will visit the IIT Madras Research Park, where particular attention will be given to India’s startup and innovation ecosystem. The delegation will also participate in the inauguration of a new campus belonging to SES, the Luxembourg-based satellite communications company.

The Bengaluru leg will place an especially strong emphasis on space cooperation. Economy Minister Lex Delles is scheduled to participate in the Bengaluru Space Expo, where Luxembourg intends to showcase its growing space ecosystem and explore cooperation with Indian companies and institutions. Business networking events are also planned in Delhi, Chennai and Bengaluru.

The visit comes eight months after Jaishankar travelled to Luxembourg on January 6, 2026. During those discussions, both countries identified sustainable finance, digital technologies and space as sectors with considerable potential for deeper cooperation. Luxembourg also reiterated its support for closer India-European Union economic relations and an early conclusion of the India-EU Free Trade Agreement.

The Indian community has become another increasingly important link between the two countries. Luxembourg’s government said in January that 5,474 Indian residents were living in the country, making Indians its tenth-largest foreign community. Both Bettel and Jaishankar highlighted the community’s successful integration and contribution to Luxembourg’s economy.

India and Luxembourg established diplomatic relations in 1948, but economic and technological cooperation has gained greater prominence in recent years. Luxembourg brings particular expertise in international finance, satellite communications and commercial space activity, while India’s expanding digital, startup, manufacturing and space sectors provide growing opportunities for collaboration.

Bettel’s visit therefore goes beyond a conventional foreign-ministerial engagement. The inclusion of Luxembourg’s economy minister, visits to IIT Madras and a satellite company campus, participation in the Bengaluru Space Expo and meetings with Indian businesses point towards a strongly technology- and commerce-focused mission.

The September 7–9 visit is expected to build on the momentum created by Jaishankar’s January discussions and give India and Luxembourg an opportunity to translate their growing political relationship into more concrete cooperation in space, innovation, digital technologies, sustainable energy, investment and advanced industry.
