India and Côte d’Ivoire have discussed expanding bilateral cooperation in defence, counterterrorism, trade, infrastructure, agriculture and healthcare, marking a further step in India’s engagement with West Africa. External Affairs Minister Dr S. Jaishankar held high-level discussions with senior Ivorian leaders in Abidjan on October 7, 2026, with particular emphasis on defence training, institutional cooperation and development partnerships.
The discussions took place during Jaishankar’s visit to Côte d’Ivoire from October 7 to 8, following engagements in Ghana. The visit formed part of his three-nation African tour, which also includes Ethiopia, and reflected India’s efforts to strengthen its partnerships with African countries.
The engagements covered both strategic and economic priorities, with India emphasising cooperation guided by Côte d’Ivoire’s development requirements. The talks also highlighted opportunities for closer coordination in international institutions and greater exchanges between the two countries.
India and Côte d’Ivoire Discuss Defence and Counterterrorism Cooperation
External Affairs Minister Jaishankar met Côte d’Ivoire’s Vice Prime Minister and Defence Minister Téné Birahima Ouattara to review the growing defence relationship between the two countries.
The discussions focused on expanding cooperation in defence and counterterrorism through training, capacity building and stronger institutional exchanges. Both sides examined opportunities to strengthen professional engagement between their respective defence establishments.
Following the meeting, Jaishankar described the partnership as one supported by mutual trust, capacity building and shared interests. He emphasised the scope for expanding cooperation in areas that contribute to peace and security.
Ouattara similarly welcomed the engagement, describing it as a reaffirmation of the two countries’ commitment to strengthening their strategic partnership in support of security and development.
The discussions indicate a growing emphasis on practical defence cooperation rather than limiting bilateral engagement to diplomatic exchanges. Training and capacity-building programmes can provide a foundation for closer institutional relationships and greater professional understanding between the two countries.
Defence Training and Institutional Exchanges Emerge as Priorities

Côte d’Ivoire’s Ministry of Foreign Affairs confirmed that the two sides reviewed their existing relations and explored ways to strengthen cooperation across economic, social and cultural sectors.
Infrastructure development provides one possible area for deeper engagement, particularly through Indian engineering capabilities, project implementation experience and participation in development projects.
Trade and investment cooperation can also connect Indian enterprises with opportunities in the Ivorian economy while supporting commercial exchanges between the two countries.

Agriculture and Healthcare Offer Opportunities for Development Cooperation

In healthcare, India’s experience in producing affordable generic medicines and developing medical services provides opportunities for commercial and institutional partnerships. Both countries emphasised a development-oriented partnership built around shared interests and practical economic cooperation.
India’s Capacity-Building Programmes Strengthen People-to-People Ties
During his visit, Jaishankar interacted with Ivorian alumni of the Indian Technical and Economic Cooperation (ITEC) programme, an important component of India’s development partnership with countries across Africa.
ITEC provides training opportunities for professionals from partner countries in fields such as public administration, information technology, management, entrepreneurship and specialised technical disciplines.
The programme allows participants to gain professional experience and knowledge through Indian institutions while developing lasting connections between their countries and India.
Jaishankar highlighted how India’s capacity-building initiatives respond to the priorities of partner countries and contribute to stronger relationships between their people.
He also interacted with members of the Indian community in Côte d’Ivoire, discussing India’s development and its expanding international engagement.
These interactions complemented the official diplomatic discussions by emphasising the role of education, professional exchanges and community connections in sustaining bilateral relations.
India and Côte d’Ivoire Seek Closer Coordination in Multilateral Forums
The two countries also discussed expanding cooperation in multilateral institutions, reflecting their shared interest in international development and stronger representation for developing economies.
India’s engagement with Côte d’Ivoire forms part of its wider diplomatic outreach to Africa and the Global South. New Delhi has consistently advocated greater participation by developing countries in international decision-making.
During India’s G20 presidency in 2023, the African Union became a permanent member of the grouping, strengthening Africa’s institutional representation in a major forum for international economic cooperation.
This development provides an important foundation for India’s continuing engagement with African partners on economic development, international governance and common challenges.
Closer bilateral coordination can also support cooperation on issues concerning sustainable development, economic opportunities and the priorities of emerging economies.
Jaishankar’s African Tour Strengthens India’s Regional Engagement
The Côte d’Ivoire visit followed Jaishankar’s engagements in Ghana, where discussions focused on broadening the bilateral comprehensive partnership.
The Ghana talks covered opportunities in pharmaceuticals, healthcare, mining, defence, railways and digital technologies, demonstrating the range of sectors involved in India’s expanding cooperation with African countries.
Ethiopia forms the final leg of the three-nation visit. In Addis Ababa, Jaishankar is also scheduled to chair a Regional Heads of Mission Conference involving Indian diplomatic representatives in the region.
The tour reflects India’s approach of developing country-specific partnerships while strengthening broader engagement with African institutions and regional economies.
For Côte d’Ivoire, the discussions in Abidjan have identified defence cooperation, institutional training, economic development and commercial engagement as areas for advancing relations with India.
The October 2026 visit has reinforced the foundations of a partnership extending beyond conventional diplomacy. By bringing defence and counterterrorism cooperation together with trade, agriculture, healthcare and professional training, India and Côte d’Ivoire are developing a broader framework for sustained engagement that supports economic development, regional stability and closer India–Africa relations.
