India’s planned Space-Based Surveillance-III (SBS-III) constellation has gained a new international industrial partner, with France’s Safran Space signing several contracts worth more than €5 million with Indian space company Dhruva Space for systems intended for the programme.
The contracts were disclosed by the French Presidency during the International Space Summit in Paris on September 9–10, 2026. According to the official summit announcement, Safran will provide Dhruva Space with a package of technologies covering communications systems, inertial navigation units, optical payloads and ground stations. All four areas are directly connected with the spacecraft and ground infrastructure required to build and operate a surveillance constellation.
The announcement is significant because it explicitly identifies the equipment as being intended for India’s future SBS-III constellation, which the French Presidency says will involve 52 satellites scheduled for deployment between 2027 and 2030.
Safran to Supply Both Space and Ground Systems
The contracts extend beyond the supply of a single satellite component. Safran’s role covers equipment aboard the spacecraft as well as infrastructure on the ground.
The optical payloads will form part of the observation capability carried by satellites, while the communications equipment will support the movement of information between spacecraft and the wider network. Inertial navigation units provide spacecraft with independent measurements related to motion and orientation. The ground-station component completes the link between satellites in orbit and operators on Earth.
The French Presidency describes these as critical Safran Space technologies, but has not published the individual contract values, the number of units ordered in each category or detailed specifications of the payloads. Those details are likely to remain limited given the strategic nature of SBS-III.
The official announcement also does not disclose how many of the 52 SBS-III satellites are connected specifically with Dhruva Space. That distinction is important: while the French document confirms Dhruva as the contracting Indian company and identifies SBS-III as the destination programme, it does not provide a company-by-company breakdown of the constellation.
SBS-III Planned as a 52-Satellite Constellation
The French government describes SBS-III as a future Indian surveillance constellation comprising 52 satellites, with deployment planned over the four-year period from 2027 to 2030.
A larger constellation can give a surveillance network more frequent opportunities to observe areas of interest than a small number of independent satellites. Satellites operating as part of a coordinated network can also provide more regular coverage as individual spacecraft move through their respective orbits.
The precise orbital architecture, sensor combinations and operational tasking of SBS-III have not been detailed in the new announcement. The French Presidency has nevertheless placed the programme firmly within the context of developing India’s sovereign space capabilities.
It said the Safran-Dhruva contracts illustrate both the growth of India’s NewSpace industry and the ability of French companies to participate in India’s development of sovereign space capabilities. The Presidency also said the cooperation could lead to further work under future phases of the SBS programme.
That language gives the agreement a longer-term dimension. Safran is not being presented simply as a supplier for a one-off spacecraft, but as a potential technology partner for a strategic Indian satellite programme that could continue to evolve beyond SBS-III.
Dhruva-Safran Relationship Predates the New Contract
The SBS-III package builds on an existing commercial relationship between Dhruva Space and Safran.
Safran disclosed earlier in 2026 that Dhruva had placed a firm order for 19 N-XONOS X-band high-data-rate transmitters for Earth-observation satellites. Safran described it as the largest single firm order received for N-XONOS at the time and an important entry for the system into the Indian market.
N-XONOS is designed for small satellites and operates in the X-band, transmitting satellite data to the ground at high rates. Safran lists the system as capable of data rates exceeding 650 Mbps and designed for nano-, cube- and microsatellite missions.
The new contracts are considerably broader. Instead of covering only communications transmitters, they extend into navigation, optical sensing and ground infrastructure.
Safran has also been increasing its physical presence in India. The group says it now has 3,500 employees across 18 sites in the country and supplies Indian government and industrial customers with technologies for testing, telemetry, mission-data management and space communications.
Part of a Wider India-France Defence-Space Relationship
The deal also sits within the expanding strategic-space relationship between India and France.
In their February 17, 2026 joint statement, India and France reaffirmed plans to deepen cooperation in defence space. The two governments referred to the Letter of Intent on defence-space cooperation signed in January 2024 and identified the subsequent DRDO-DGA Technical Arrangement as a framework for further state-level and industrial cooperation.
The same joint statement called for stronger cooperation in sovereign access to space and space situational awareness, while supporting closer links between the two countries’ space industries.
Safran itself already has a history in Indian space programmes. Its Indian and French operations supplied systems associated with Chandrayaan-3, while Safran has also supplied equipment for Indian space testing, telemetry and communications. The French Presidency specifically cited Safran’s Chandrayaan-III contribution when announcing the new Dhruva contracts.
Private Indian Industry Moves Deeper Into Strategic Space
For Dhruva Space, the agreement marks a further move from commercial small-satellite activity into systems associated with sovereign and strategic missions.
The Hyderabad-based company describes itself as a full-stack space engineering company covering satellite platforms, launch integration and ground infrastructure, with applications that include Earth observation, communications and national security.
Dhruva has also been building capacity for considerably larger spacecraft. In May 2026, it announced Project Garud, a modular 500-kg-class communications satellite platform intended for constellation-scale missions, including sovereign requirements in communications and defence applications.
The SBS-III contracts now place the company within an even more strategic programme, while also demonstrating a model increasingly visible in India’s space sector: Indian companies acting as prime or subsystem integrators while sourcing selected high-end technologies internationally.
The €5-million-plus value is relatively modest compared with the scale of a 52-satellite constellation. Its importance lies instead in what is being supplied. Communications, inertial navigation, optical payloads and ground stations sit close to the core architecture of an operational satellite network.
With deployment planned between 2027 and 2030, SBS-III is set to become one of India’s most consequential space-based surveillance programmes. The Safran-Dhruva contracts provide one of the first official glimpses into the international industrial supply chain taking shape around it.
