India Recognises Heatwaves and Lightning as Notified Calamities, Expands Disaster Relief Framework to 14 Hazards

The inclusion brings the nationally notified list to 14 hazards and represents an important shift in how India treats two weather-related threats that claim thousands of lives, disrupt livelihoods and increasingly affect communities across large parts of the country.

India has significantly expanded its national disaster-relief framework by formally adding heatwaves and lightning to the list of notified natural calamities eligible for assistance under the State Disaster Response Fund and National Disaster Response Fund for the 2026–31 period.

The inclusion brings the nationally notified list to 14 hazards and represents an important shift in how India treats two weather-related threats that claim thousands of lives, disrupt livelihoods and increasingly affect communities across large parts of the country.

Until recently, heatwaves and lightning were not part of the nationally notified SDRF disaster list. States that considered them serious local hazards could provide assistance by using a limited provision allowing up to 10 percent of their SDRF allocation for state-specific disasters. Their inclusion in the national framework removes that structural limitation and places both hazards alongside floods, cyclones, droughts, earthquakes and other established calamities for disaster-relief purposes.

The decision follows recommendations made by the Sixteenth Finance Commission, which concluded that the growing severity, frequency and human consequences of heatwaves and lightning justified their recognition at the national level. The Commission specifically recommended that both be added to the notified disaster list during its award period from 2026-27 to 2030-31.

India Now Has 14 Nationally Notified Calamities

With the inclusion of heatwaves and lightning, the disasters covered under the SDRF framework now comprise avalanche, cloudburst, cyclone, drought, earthquake, fire, flood, frost and cold waves, hailstorm, heatwave, landslide, lightning, pest attack and tsunami.

This list has direct financial significance because the SDRF is the principal disaster-response fund available to state governments for providing immediate assistance following notified calamities.

The addition of heatwaves and lightning therefore goes beyond terminology. It affects the mechanisms through which states can deploy disaster-relief resources when these events cause deaths, injuries and severe disruption.

The Ministry of Home Affairs states that SDRF assistance is intended primarily for immediate relief to victims, while the National Disaster Response Fund supplements state resources when a disaster is assessed as being of a severe nature and available SDRF resources are inadequate.

Why Heatwaves Were Previously Treated Differently

Heatwaves have long been recognised as a major public-health and meteorological hazard in India, but they were historically treated differently from disasters such as cyclones or floods under the national relief-funding framework.

This created an unusual situation. The India Meteorological Department could formally identify heatwave conditions, state governments could implement Heat Action Plans and public-health authorities could issue emergency advisories, yet heatwaves were not part of the nationally notified disaster list governing regular SDRF assistance.

States could still respond through their own resources and through a special provision permitting the use of up to 10 percent of SDRF funds for locally notified disasters that did not appear on the national list.

Several states consequently began recognising heatwaves individually. The Sixteenth Finance Commission recorded that 11 states had already notified heatwaves as state-specific disasters, demonstrating how the hazard had increasingly moved from an exceptional weather phenomenon into a recurring disaster-management challenge.

The limitation was that the state-specific provision was designed for locally significant hazards rather than a threat that was increasingly affecting large parts of the country. National notification creates a more consistent framework.

Heat Is Becoming a Major Disaster-Management Challenge

The case for including heatwaves has strengthened as extreme temperatures have become more frequent and intense.

The Sixteenth Finance Commission noted a significant increase in hot days and very warm nights over recent decades. Warm nights are particularly dangerous because they prevent the human body from recovering after prolonged daytime heat exposure.

Extreme heat can lead to dehydration, heat cramps, heat exhaustion and heatstroke. It can also worsen cardiovascular, respiratory and other existing illnesses, particularly among elderly people and those with underlying vulnerabilities.

The impact extends far beyond hospitals. Outdoor workers, agricultural labourers, construction workers, street vendors and people without adequate access to cooling face considerably greater exposure.

Heatwaves can also reduce labour productivity, increase electricity demand, stress water systems, damage crops and place additional pressure on urban infrastructure.

The Finance Commission cited National Crime Records Bureau data showing 3,798 deaths from heat or sunstroke between 2018 and 2022, illustrating why extreme heat increasingly requires treatment as a disaster-management issue rather than merely an uncomfortable seasonal condition.

India Has Already Built a Heatwave Warning System

Recognition under the disaster-funding framework complements an early-warning system that India has been developing for several years.

The India Meteorological Department issues district-level impact-based heatwave forecasts twice daily, combining temperature predictions with information on likely consequences and recommended protective measures.

These warnings are disseminated through government agencies, websites, mobile applications, media organisations, social-media platforms and Common Alerting Protocol-based systems.

Heat Action Plans have also become an important part of state and municipal preparations. They generally bring together weather warnings, hospital readiness, public communication, drinking-water provision, changes in working hours and special precautions for vulnerable populations.

National notification does not replace these preventive measures. Instead, it adds a stronger relief-financing mechanism to a system that has historically concentrated heavily on forecasting and preparedness.

Why Lightning Required National Recognition

Lightning presents a different type of hazard. Unlike heatwaves, which often develop over several days and affect broad geographical areas, lightning strikes can kill within seconds and frequently occur with very little warning at a particular location.

India experiences enormous thunderstorm activity during the pre-monsoon and monsoon seasons, making lightning one of the country’s most persistent natural hazards.

The Sixteenth Finance Commission highlighted the severity of the problem, noting that lightning had become the leading cause of deaths attributed to forces of nature in NCRB statistics cited by the Commission.

In 2022 alone, lightning accounted for 2,887 of 8,060 deaths associated with natural forces, or approximately 35.8 percent of the total cited in the Commission’s assessment.

The danger is particularly acute for people working outdoors.

Agricultural workers may be caught in open fields, while people sheltering beneath isolated trees can become especially vulnerable. Rural populations can also face greater risk where access to substantial lightning-safe structures is limited.

These characteristics mean that lightning disproportionately affects farmers, labourers and rural communities whose livelihoods require them to remain outdoors during periods of unstable weather.

Sixteen States Had Already Recognised Lightning

The national decision also follows substantial action by individual states.

The Sixteenth Finance Commission noted that 16 states had already recognised lightning as a disaster within their respective frameworks.

That widespread state-level recognition was an important indication that lightning could no longer reasonably be regarded only as an occasional or geographically limited event.

The Commission argued that a unified national approach would allow more consistent relief and mitigation measures across the country rather than leaving eligibility dependent upon whether an individual state had separately notified lightning.

National recognition consequently creates a common foundation for responding to lightning fatalities and other eligible consequences irrespective of state-specific classification.

What Changes for State Governments

The most immediate consequence of the new classification concerns access to disaster-response funds.

The State Disaster Response Fund, constituted under the Disaster Management Act, is the primary fund available to state governments for responding to notified calamities.

For general-category states, the Union Government normally contributes 75 percent of the SDRF allocation, while the state contributes the remaining 25 percent. For the North-Eastern and Himalayan states covered by the special arrangement, the Centre’s contribution rises to 90 percent.

When heatwaves and lightning were outside the nationally notified list, states depended on their own resources or the limited local-disaster provision under which up to 10 percent of SDRF funds could be used for disasters considered significant in the local context.

Now that the two hazards are nationally notified, states can address eligible relief requirements through the regular SDRF framework according to the prescribed items and norms of assistance.

This provides a more systematic financial mechanism, particularly for states that experience repeated heatwave or lightning emergencies.

The 10 Percent Local-Disaster Provision Will Continue

The expansion of the national list does not eliminate the flexibility available to states for other hazards.

The Sixteenth Finance Commission recommended that the existing provision permitting states to use up to 10 percent of SDRF resources for locally important disasters not included in the national list should continue.

This remains important because India’s geography produces a very wide variety of hazards, some of which may be severe in only particular regions.

A phenomenon that constitutes a major disaster in one state may be insignificant in another. Maintaining the local-disaster mechanism therefore allows states to adapt disaster-response spending to their individual vulnerability profiles.

The difference is that heatwaves and lightning will no longer need to rely upon that limited mechanism because they have now been elevated to the common national framework.

SDRF Assistance Is Not Automatic Compensation for Every Loss

The new classification should not be interpreted to mean that every heatwave day or every lightning strike automatically triggers compensation from the Centre.

Disaster assistance continues to operate according to established government norms.

State governments remain primarily responsible for disaster management and for providing relief on the ground. SDRF resources can be used for approved forms of immediate assistance according to prescribed norms.

The NDRF operates as a supplementary mechanism when a disaster is of a severe nature and the resources available to a state are insufficient. Additional central assistance is provided following established assessment procedures.

The significance of notification is therefore that heatwaves and lightning are now formally within the same relief-financing architecture as other recognised calamities. It does not create an unlimited compensation mechanism.

It Does Not Mean India Has Declared Them ‘National Disasters’

Another distinction is equally important.

The expressions “nationally notified disaster” and “national disaster” are often used interchangeably in media reports, but they do not mean the same thing within India’s disaster-management framework.

Heatwaves and lightning have been included in the nationally notified list of calamities eligible under the SDRF/NDRF framework.

This does not mean that every heatwave or lightning incident is formally declared a “national disaster.” The classification primarily establishes eligibility within the national disaster-relief funding system.

This distinction matters because the new policy is fundamentally about creating a consistent financial and administrative framework for responding to these hazards.

Early Warning Remains Crucial for Lightning

Financial assistance is important after a lightning tragedy, but the most effective disaster policy is one that prevents deaths before they occur.

India has therefore been expanding its warning and alert infrastructure for fast-developing weather events.

The National Disaster Management Authority’s Common Alerting Protocol-based Integrated Alert System connects warning-generating agencies with State Disaster Management Authorities. Government alerts can then be distributed through multiple communication systems, including mobile-phone Cell Broadcast technology.

Lightning is specifically among the hazards for which the system can disseminate geographically targeted warnings.

Such technology is particularly useful because lightning, thunderstorms, flash floods and cloudbursts can develop rapidly, leaving relatively short periods for people to reach safety.

Expanding last-mile warnings into farming communities will consequently remain essential even after lightning’s addition to the notified list.

Heatwaves Require a Different Kind of Disaster Response

Heatwaves present a different challenge because their consequences can accumulate gradually rather than appearing through one dramatic destructive event.

A cyclone may destroy buildings within hours, while extreme heat can produce rising mortality, declining labour productivity, water shortages and pressure on hospitals over several days or weeks.

Effective heatwave response therefore requires coordination among meteorological authorities, health departments, municipalities, electricity providers, labour departments and disaster-management agencies.

Cities may need drinking-water points, shaded spaces and altered working schedules. Hospitals require heatstroke treatment capacity. Schools may modify timings or close during extreme conditions. Employers need safeguards for outdoor workers.

The recognition of heatwaves as notified calamities therefore also reflects a broader evolution in the definition of disaster itself.

A disaster need not arrive as a spectacular earthquake, cyclone or flood. A prolonged atmospheric condition capable of causing widespread mortality and severe disruption can create an equally serious emergency.

Climate Change Is Altering India’s Disaster Profile

The addition of heatwaves and lightning also highlights how India’s disaster-risk profile is changing.

Traditional disaster-management systems were largely built around highly visible events such as floods, cyclones, earthquakes and droughts. Climate-related risks are increasingly forcing governments to consider hazards whose intensity, geography or frequency may change over time.

Heatwaves are perhaps the clearest example.

Higher background temperatures can increase the probability that episodes of extreme heat cross thresholds dangerous to human health. Urban heat-island effects can further amplify temperatures in densely built environments.

Lightning risk is more complex, but increasing thunderstorm activity and changes in atmospheric conditions have intensified concern over its human impact.

The Sixteenth Finance Commission specifically cited the increasing severity and impact of both hazards as justification for their inclusion.

Disaster Financing Is Also Expanding

The new classification comes as India enters a fresh five-year disaster-financing period under the Sixteenth Finance Commission.

For 2026-27 to 2030-31, the Commission recommended a combined corpus of approximately ₹2.04 lakh crore for the State Disaster Response Fund and State Disaster Mitigation Fund.

Of this, approximately ₹1.64 lakh crore was recommended for SDRF and around ₹40,880 crore for State Disaster Mitigation Funds.

The scale of these allocations reflects the growing recognition that disaster management must combine immediate response with long-term mitigation.

Relief funding helps communities after disasters occur. Mitigation investment seeks to reduce the consequences before the next disaster happens.

For heatwaves and lightning, both approaches will be necessary.

Heatwave Mitigation Could Become Increasingly Important

The inclusion of extreme heat could encourage states to strengthen not only relief measures but also longer-term heat resilience.

Urban planning can reduce heat exposure through vegetation, shaded streets, cooler building materials and better ventilation. Public drinking-water infrastructure can reduce dehydration risks, while occupational regulations can protect outdoor workers during dangerous temperature periods.

Hospitals and primary-health centres can improve heat illness surveillance and treatment capacity.

Better local data can also help governments identify neighbourhoods where elderly residents, informal workers or low-income households face particularly severe exposure.

National recognition of heatwaves therefore has the potential to influence a much broader policy conversation about how Indian cities and rural communities should adapt to extreme temperatures.

Lightning Mitigation Can Save Thousands of Lives

Lightning mortality can likewise be reduced substantially through relatively simple interventions if warnings reach people in time.

Farm workers need access to safe shelters. Schools and village institutions can provide education on lightning safety. Communities need to understand that trees, open fields and water bodies can become particularly dangerous during thunderstorms.

Mobile alerts can provide advance warning, but their effectiveness depends upon people understanding what action to take.

A stronger national framework could therefore encourage greater integration of forecasting, public education, warning systems, safe shelters and disaster relief.

The objective should ultimately be not merely to compensate families after deaths occur, but to prevent those deaths wherever possible.

A Significant Evolution in India’s Disaster Framework

The inclusion of heatwaves and lightning expands India’s nationally notified disaster framework from 12 to 14 hazards and acknowledges a reality already visible across many states: some of the country’s most serious natural threats no longer fit neatly within the traditional understanding of disasters.

Extreme heat can claim lives without destroying a single building. Lightning can kill several people in seconds without leaving the widespread physical devastation normally associated with a major calamity.

Both nevertheless impose substantial human and economic costs.

By bringing them formally within the SDRF/NDRF framework for 2026–31, India has created a more consistent mechanism for states to provide immediate relief while recognising the changing character of climate and weather-related risk.

The decision is therefore more than an administrative expansion of a government list. It marks an important shift in Indian disaster policy — from concentrating mainly on spectacular large-scale catastrophes towards recognising extreme environmental conditions and rapidly occurring weather hazards as disasters capable of requiring organised national and state response.

For millions of agricultural workers, construction workers, street vendors and other people exposed daily to India’s increasingly severe weather, that shift could have very practical consequences.
