Rail Vikas Nigam Limited has achieved another major engineering milestone on the Rishikesh–Karnaprayag New Broad Gauge Rail Line in Uttarakhand, completing the final breakthrough of the 10.847-km-long Escape Tunnel-1 on September 11, 2026.
The breakthrough takes the total number of tunnel breakthroughs achieved across the ambitious Himalayan railway project to 41. Only five more breakthroughs are expected to remain, marking a significant transition as one of India’s most challenging railway construction programmes moves towards the final stages of its tunnelling campaign.
The 125-km Rishikesh–Karnaprayag railway is being developed by RVNL, a public sector undertaking under the Ministry of Railways, at an estimated cost of around ₹37,000 crore. The project is targeted for completion by December 2029.
Second-Longest Escape Tunnel Completed
Escape Tunnel-1 stretches for 10.847 km and is the second-longest tunnel of its type on the project. The latest breakthrough means excavation has now connected the tunnel completely from one end to the other.
Escape tunnels run alongside main railway tunnels and provide an alternative route for evacuation and access during emergencies. Their construction is particularly important on the Rishikesh–Karnaprayag line because much of the railway will run underground through difficult Himalayan terrain.
The achievement is significant not merely because of the tunnel’s length but also because of the geological conditions encountered during construction. The alignment passes through tectonically disturbed, folded and heavily faulted rock formations, including areas affected by extensive shearing and severe rock crushing.
Some sections also contain thick mylonite zones associated with the proximity of the Main Boundary Thrust, one of the major tectonic structures of the Himalayan region. Excavating through such formations requires continuous geological assessment, specialised support systems and careful control of tunnelling operations.
Nearly 97% of Tunnel Excavation Completed
The Rishikesh–Karnaprayag railway has now reached an advanced stage of construction. RVNL Chairman and Managing Director Saleem Ahmad said in August that the project had achieved around 78% overall physical progress, while approximately 97% of tunnel excavation had been completed.
Tunnelling dominates the project because of the mountainous terrain. The railway includes 16 main-line tunnels extending for roughly 104 km along with 12 parallel escape tunnels covering about 98 km.
The predominance of underground construction makes the project fundamentally different from conventional railway lines across the plains. Engineers have had to contend with fault zones, water ingress, unstable rock, mountainous access routes and constantly changing geological conditions.
With the latest breakthrough, only a small proportion of the project’s tunnelling work remains.
Railway Through the Garhwal Himalayas
The Rishikesh–Karnaprayag New Rail Line was sanctioned in the Union Budget of 2010-11 and will extend railway connectivity deeper into Uttarakhand’s Garhwal region.
The alignment passes through the districts of Dehradun, Tehri Garhwal, Pauri Garhwal, Rudraprayag and Chamoli before reaching Karnaprayag. It will connect areas that currently depend heavily on road transport through mountainous terrain.
The railway is also expected to improve access towards important pilgrimage and tourism centres, including the wider Char Dham region. Devprayag and Karnaprayag will gain direct railway connectivity with Rishikesh and, through the wider Indian Railways network, major cities including Delhi.
Strategic and Economic Importance
Beyond passenger connectivity, the railway has wider significance for Uttarakhand. Faster and more reliable transport could support tourism, pilgrimage, local commerce and movement of goods while reducing dependence on long road journeys through vulnerable mountain corridors.
Improved rail infrastructure in the Himalayan region also carries strategic value by strengthening transport capacity towards India’s northern border areas. Railways can move passengers, essential commodities and heavy cargo in much larger volumes than mountain roads while providing an additional transport network during emergencies.
The Rishikesh–Karnaprayag project therefore represents more than the construction of a new railway line. It is an attempt to overcome some of India’s most difficult geography through large-scale tunnelling and modern railway engineering.
The completion of the 10.847-km Escape Tunnel-1 and the project’s 41st tunnel breakthrough show how far that effort has progressed. With around 97% of tunnel excavation already completed and the remaining breakthroughs expected progressively, RVNL is moving closer to completing the underground backbone of a railway that will take India’s rail network deeper into the Garhwal Himalayas.
