India and Russia Hold Seventh Strategic Security Dialogue on Pakistan and Afghanistan

During his visit to New Delhi, Venediktov also met India’s National Security Adviser Ajit Doval, further reinforcing the established channels of communication between the two countries on strategic and security-related matters.

India and Russia held the seventh round of consultations under the India–Russia Special Mechanism on Pakistan and Afghanistan in New Delhi on October 14, 2026, reaffirming their commitment to strengthening bilateral cooperation on regional and international security matters. The high-level discussions focused on developments in Pakistan and Afghanistan and their implications for regional stability, reflecting the importance both countries attach to continued strategic engagement.

The meeting was co-chaired by India’s Deputy National Security Adviser Pavan Kapoor and Aleksandr Venediktov, Deputy Secretary of the Security Council of the Russian Federation. According to the Ministry of External Affairs (MEA), both delegations held wide-ranging discussions on matters of mutual interest and reaffirmed their commitment to strengthening cooperation under the India–Russia Special and Privileged Strategic Partnership.

During his visit to New Delhi, Venediktov also met India’s National Security Adviser Ajit Doval, further reinforcing the established channels of communication between the two countries on strategic and security-related matters.

India and Russia Review Regional Security Developments

The seventh round of consultations provided an opportunity for senior Indian and Russian security officials to exchange assessments of developments in Pakistan and Afghanistan. Both countries have longstanding interests in the security and stability of the wider region, making regular consultations an important component of their bilateral relationship.

Afghanistan occupies a strategically significant position connecting South Asia, Central Asia and West Asia. Developments within the country can influence regional security, cross-border connectivity and economic cooperation. Its geographical location also makes stability in Afghanistan an important consideration for countries seeking stronger commercial and transportation links across Eurasia.

Pakistan remains another important subject of regional security assessments, particularly because developments involving Afghanistan and Pakistan can have wider implications for neighbouring countries. Recent tensions between the two countries have further highlighted the importance of diplomatic engagement and regional security discussions.

The India–Russia Special Mechanism allows the two governments to maintain regular communication on these matters, exchange perspectives and strengthen their understanding of developments affecting the region.

Special Mechanism Strengthens Bilateral Security Cooperation

The India–Russia Special Mechanism on Pakistan and Afghanistan is an established bilateral consultation framework through which senior security officials discuss developments affecting the two countries and the wider region.

The mechanism provides a dedicated channel for exchanging assessments and maintaining continuity in strategic consultations. Such discussions complement the broader diplomatic and security engagement between New Delhi and Moscow.

The latest meeting follows the sixth round of consultations, held in Moscow on October 1, 2025. The continuation of the dialogue demonstrates the importance both countries attach to maintaining regular engagement on security developments in South Asia and neighbouring regions.

During the seventh round, the two sides reviewed issues of common interest and their implications for international security. The Ministry of External Affairs stated that both countries reaffirmed their commitment to strengthening ongoing cooperation under their Special and Privileged Strategic Partnership.

Russian Security Council Official Meets NSA Ajit Doval

An important component of the Russian delegation’s visit was Aleksandr Venediktov’s meeting with National Security Adviser Ajit Doval.

The interaction provided another opportunity for senior security representatives of the two countries to engage directly on matters of strategic interest.

India and Russia maintain several institutional channels for discussing security and defence-related issues, including consultations between national security officials, diplomatic representatives and military establishments.

These mechanisms contribute to continuity in bilateral engagement and allow both countries to exchange perspectives on regional and international developments.

The meeting between Doval and Venediktov took place within this established framework of security cooperation, reinforcing the importance of high-level communication between New Delhi and Moscow.

Afghanistan Remains an Important Area of Regional Diplomatic Engagement

The latest India–Russia consultations follow continued multilateral diplomatic engagement concerning Afghanistan.

On October 5, 2026, representatives from India, Russia and several regional countries participated in the eighth Moscow Format Consultations on Afghanistan, hosted by Russia.

The discussions brought together representatives from Afghanistan, China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan, among others.

India’s delegation was led by Ambassador to Russia Vinay Kumar and Joint Secretary (Pakistan, Afghanistan and Iran) Dr. M. Suresh Kumar.

During the consultations, India reaffirmed its support for Afghanistan’s sovereignty, unity and territorial integrity, while emphasising its commitment to the welfare of the Afghan people.

The Moscow Format provides a multilateral platform for discussing Afghanistan’s political, economic and security situation. The separate India–Russia Special Mechanism complements these discussions by allowing the two countries to examine regional developments through a dedicated bilateral channel.

India–Russia Strategic Partnership Maintains Focus on Regional Stability

India and Russia have maintained a longstanding strategic relationship encompassing defence cooperation, energy, science, technology, trade and diplomatic engagement.

Their Special and Privileged Strategic Partnership provides the broader framework for cooperation across these sectors, including regular discussions on regional and international security.

The two countries also engage through multilateral organisations such as the United Nations, BRICS and the Shanghai Cooperation Organisation. These platforms provide opportunities to exchange views on developments affecting international security and regional cooperation.

The continuation of the Special Mechanism on Pakistan and Afghanistan reflects the importance of bilateral dialogue within this wider relationship.

By maintaining consultations between senior security officials, India and Russia can exchange assessments of regional developments and sustain established institutional cooperation.

Seventh Round Reinforces India–Russia Strategic Engagement

The seventh round of the India–Russia Special Mechanism on Pakistan and Afghanistan marks another step in the continuing security dialogue between New Delhi and Moscow.

Co-chaired by Deputy National Security Adviser Pavan Kapoor and Russian Deputy Security Council Secretary Aleksandr Venediktov, the consultations provided an opportunity to review developments affecting regional and international security.

Venediktov’s additional meeting with National Security Adviser Ajit Doval reinforced the importance of high-level engagement within the bilateral relationship.

The discussions also reaffirmed the commitment of both governments to their Special and Privileged Strategic Partnership, which continues to provide a framework for cooperation across diplomatic, strategic and security matters.

Through sustained dialogue and regular institutional engagement, India and Russia are strengthening their ability to exchange perspectives on regional developments while contributing to broader efforts aimed at maintaining stability and security across South Asia and neighbouring regions.
