India and South Korea Explore Joint Military Technology Development and Defence Industrial Cooperation

Defence Ministers Discuss Co-Development of Military Technologies, Industrial Collaboration and Maritime Security at ADMM-Plus in Philippines

India and South Korea have discussed expanding bilateral defence cooperation through the joint development of military technologies, closer collaboration between defence industries and enhanced maritime security cooperation in the Indo-Pacific region.

Defence Minister Rajnath Singh held bilateral discussions with South Korea’s Minister of National Defense, Kang Shin-chul, on 28 October 2026, on the sidelines of the 13th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) in Cebu, Philippines.

According to the Ministry of Defence, the meeting provided an opportunity for both countries to review their expanding defence partnership and explore new areas of technological and industrial cooperation.

Focus on Joint Development of Military Technologies

A major focus of the discussions was identifying opportunities for India and South Korea to jointly develop military technologies and strengthen cooperation between their respective defence industries.

Both ministers examined possibilities for expanding collaborative technological development and industrial partnerships that could contribute to their countries’ defence capabilities.

The discussions are particularly significant in the context of India’s efforts to strengthen indigenous defence manufacturing, encourage technological innovation and expand international partnerships in advanced military systems.

South Korea possesses an established defence manufacturing industry with capabilities spanning armoured vehicles, artillery systems, naval platforms, military electronics and other advanced defence technologies. Closer industrial cooperation could create additional opportunities for Indian manufacturers, research institutions and technology developers to participate in collaborative defence projects.

Joint technology development could also support India’s efforts to expand domestic defence production and strengthen its position within international defence supply chains.

However, the Ministry of Defence announcement did not identify specific military technologies selected for joint development or announce any newly signed production agreements during the meeting.

Strengthening Defence Industrial Cooperation

The two ministers also reviewed the broader defence relationship between India and South Korea and expressed satisfaction with the progress of their strategic partnership.

Defence industrial cooperation has emerged as an important component of bilateral engagement, reflecting the complementary manufacturing capabilities and technological strengths of the two countries.

India has been pursuing greater participation by domestic defence industries in the design, development and manufacturing of military equipment. International partnerships involving technology collaboration and industrial cooperation form part of these efforts.

The latest discussions indicate that both countries are interested in exploring opportunities beyond conventional defence trade, including collaborative development and stronger engagement between defence manufacturers.

Such cooperation could provide opportunities for industry partnerships, research collaboration and the development of advanced military technologies, subject to subsequent agreements and implementation arrangements.

Indo-Pacific Maritime Security Cooperation

Maritime security and regional stability also featured prominently in the bilateral discussions.

Rajnath Singh and Kang Shin-chul examined ways to strengthen security cooperation across the Indo-Pacific, emphasising their shared vision of a free, open and inclusive region.

Both countries recognise the importance of maintaining secure maritime routes, regional stability and cooperation among nations operating across the Indo-Pacific.

The Ministry of Defence stated that the ministers discussed opportunities to promote stronger maritime security cooperation alongside military technology development and defence industrial collaboration.

For India, cooperation with South Korea contributes to its broader diplomatic and security engagement with East Asian countries under the Act East Policy.

Closer maritime engagement could support greater coordination and dialogue between the two countries on regional security issues.

Defence Cooperation Under the ADMM-Plus Framework

The bilateral meeting was held during the 13th ASEAN Defence Ministers’ Meeting-Plus, hosted by the Philippines from 28 to 29 October 2026.

ADMM-Plus provides a platform for ASEAN member states and eight dialogue partners, including India and South Korea, to strengthen defence cooperation and address regional security challenges.

The forum facilitates engagement on maritime security, counter-terrorism, humanitarian assistance, disaster relief and other areas of mutual defence interest.

India’s participation in ADMM-Plus reflects its continuing engagement with Southeast Asian countries and regional partners on matters involving collective security and strategic cooperation.

The meeting between the Indian and South Korean defence ministers formed part of this broader diplomatic engagement, allowing both countries to examine bilateral defence priorities while participating in regional security discussions.

Building on Existing India–South Korea Defence Ties

The latest meeting builds on established cooperation between India and South Korea in defence technology, military training, industrial development and regional security.

In May 2026, the two countries signed agreements covering defence cyber cooperation, professional military education and United Nations peacekeeping cooperation during Rajnath Singh’s visit to South Korea.

Both sides also explored opportunities for joint development, joint production and defence exports during engagements with South Korea’s defence acquisition authorities.

Subsequently, the 10th India–Republic of Korea Joint Committee Meeting on Defence Industries and Logistics Cooperation was held in New Delhi on 29 September 2026.

The meeting reviewed existing industrial and logistics cooperation and examined possibilities for expanding bilateral defence production partnerships.

The discussions in Cebu therefore represent a continuation of ongoing efforts to strengthen the defence relationship through technology, manufacturing and strategic cooperation.

Expanding India’s Defence Technology Partnerships

India’s growing defence engagement with technologically advanced partners reflects its emphasis on strengthening domestic manufacturing capabilities while developing new international collaborations.

The discussions with South Korea highlight opportunities for combining technological expertise, industrial resources and manufacturing capabilities in future defence programmes.

For Indian defence companies and research organisations, collaborative development arrangements could offer opportunities to participate in advanced technology projects and strengthen industrial capabilities.

The bilateral meeting also demonstrates the increasing importance of defence industrial cooperation within India’s wider strategic engagement across the Indo-Pacific.

While specific projects and implementation agreements remain to be announced, the discussions in Cebu have established joint military technology development, industrial cooperation and maritime security as important areas for continued India–South Korea defence engagement.
