India, Belgium and Luxembourg have explored opportunities to expand trade, investment and economic cooperation across several strategic sectors, including renewable energy, financial technology, logistics, healthcare, aerospace and scientific research. The discussions took place during the 19th Session of the India–Belgium–Luxembourg Economic Union (BLEU) Joint Economic Commission, held in Luxembourg on 29 October 2026.
According to the Ministry of Commerce and Industry, the meeting provided an institutional platform for the three countries to review existing economic relations, address trade-related concerns and identify opportunities for strengthening commercial partnerships. The discussions also examined possibilities for greater investment flows, technological collaboration and improved market access.
India and European Partners Review Economic Cooperation
The 19th Joint Economic Commission session was co-chaired by India’s Commerce Secretary Rajesh Agrawal, Belgium’s Director-General for Geo-Economy and Economic Diplomacy Filip Vanden Bulcke, and Luxembourg’s Secretary General of the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade Henri Schumacher.
The meeting brought together representatives from the three countries to review their economic priorities and assess opportunities for expanding cooperation in traditional and emerging industries.
The delegations discussed measures to strengthen trade and investment relations, facilitate business engagement and address market-related concerns affecting commercial exchanges. Particular attention was given to sectors offering opportunities for technology partnerships, industrial development and international investment.
The discussions reaffirmed the importance of sustained economic dialogue between India and the Belgium–Luxembourg Economic Union in identifying new opportunities for mutually beneficial cooperation.
Renewable Energy, Clean Technology and Logistics Among Priority Sectors
Renewable energy and clean technology featured prominently in the discussions as India and its European partners examined opportunities for expanding cooperation in sustainable industrial development.
The three countries considered possibilities for collaboration in renewable energy technologies and related industries. Such partnerships could support technological exchanges, investment opportunities and the development of cleaner industrial processes.
Logistics and transportation infrastructure were also identified as important areas for cooperation, particularly air connectivity and port infrastructure.
Improved logistics cooperation could facilitate international trade by strengthening connectivity between production centres, transportation networks and overseas markets. Ports and aviation infrastructure play an important role in supporting trade between India and European economies.
The meeting also examined opportunities for greater cooperation in financial services, digital transformation and information and communication technology.
FinTech and Digital Transformation Offer New Opportunities
Financial technology emerged as another significant area of discussion during the Joint Economic Commission meeting.
India has developed a substantial digital payments and financial technology ecosystem, while Belgium and Luxembourg possess established financial services industries.
Greater cooperation in this sector could create opportunities for financial institutions, technology companies and emerging enterprises to explore cross-border partnerships.
The discussions also covered digital transformation and information and communication technologies, reflecting the expanding importance of technology-driven services in international trade and investment.
Potential collaboration in these areas could contribute to technological innovation, digital financial services and the development of new business partnerships between Indian and European companies.
Aerospace, Scientific Research and Innovation Identified for Deeper Cooperation
One of the important outcomes of the meeting was the decision to explore opportunities for deeper cooperation in aerospace, scientific research and innovation.
The three countries recognised the potential for expanding engagement in research-intensive industries and emerging technological fields.
Aerospace cooperation offers possible opportunities for collaboration among research institutions, technology developers and industrial enterprises. The sector encompasses advanced engineering, specialised manufacturing, materials research and other high-technology capabilities.
The delegations also discussed strengthening cooperation in higher education and skill development.
Such engagement could encourage academic partnerships, knowledge exchanges, research collaboration and the development of specialised skills required by emerging industries.
The proposed areas of cooperation reflect an interest in expanding economic relations beyond conventional trade towards technology, research and knowledge-driven activities.
Healthcare, Life Sciences and Ayurveda Included in Economic Discussions
Healthcare and life sciences were among the priority sectors considered during the meeting.
The discussions highlighted opportunities for cooperation in healthcare-related industries and scientific fields associated with medical research and innovation.
Significantly, Ayurveda and traditional medicine were also included among the areas identified for economic cooperation.
The inclusion of traditional medicine provides an opportunity for India to explore international engagement involving its established systems of healthcare knowledge.
Potential areas of cooperation could include research, professional exchanges, healthcare-related services and commercial partnerships, subject to the applicable regulatory requirements in participating countries.
The meeting also examined opportunities in agriculture and food processing, sectors that are important to international supply chains, agricultural trade and value-added manufacturing.
Cooperation in agro-food processing could support greater business engagement among producers, processors and companies operating across international markets.
India Discusses Market Access and Trade Facilitation
The Joint Economic Commission also reviewed market-related issues affecting trade and investment among the participating countries.
The delegations discussed ways to address commercial concerns, facilitate market access and identify opportunities for improving the movement of goods, services and investments.
Market access remains an important consideration for businesses seeking to expand into international markets, particularly in sectors involving specialised products, technology services and industrial manufacturing.
The discussions provided an opportunity for government representatives to exchange perspectives on challenges affecting commercial engagement and consider measures that could strengthen economic relations.
The meeting did not announce a new free trade agreement or specific investment commitments. Instead, it established areas for further discussion and potential collaboration.
Commerce Secretary Meets Luxembourg Business Leaders
Following the Joint Economic Commission session, Commerce Secretary Rajesh Agrawal interacted with chief executives of Luxembourg-based companies to discuss investment opportunities and industrial cooperation with India.
During the interaction, he highlighted India’s economic growth and investment potential across several sectors, including financial services, advanced manufacturing, logistics, clean energy, digital technologies, healthcare and research.
The Commerce Secretary encouraged Luxembourg companies to explore long-term investment opportunities and technology partnerships with Indian enterprises.
He also highlighted opportunities for international companies to collaborate with Indian businesses and participate in global value chains.
Such partnerships could provide avenues for industrial cooperation, investment in emerging technologies and stronger commercial connections between India and European markets.
The interaction formed part of India’s broader efforts to encourage international investment and strengthen business-to-business engagement.
Strengthening India’s Economic Engagement with Europe
The 19th India–BLEU Joint Economic Commission meeting represents another step in strengthening India’s economic engagement with Belgium and Luxembourg.
The discussions covered both established commercial sectors and emerging areas of cooperation, including renewable energy, digital technologies, advanced manufacturing, aerospace, healthcare and scientific research.
By examining opportunities across these sectors, the three countries aim to encourage greater investment, strengthen business partnerships and expand technology-oriented economic cooperation.
The emphasis on research, innovation, higher education and skill development also indicates the importance of knowledge-based industries in the future development of their economic relationships.
The Ministry of Commerce and Industry stated that the meeting reaffirmed the importance of continued dialogue and cooperation in advancing mutually beneficial economic relations.
Further progress will depend on subsequent discussions, business partnerships and the implementation of specific cooperation initiatives identified through the Joint Economic Commission.
