HAL-Russia Civil Aircraft Cooperation Advances as SJ-100 Manufacturing Plan and IL-114 Localisation

India and Russia are advancing a broader civil aviation partnership centred on regional aircraft manufacturing, localisation and maintenance, with Hindustan Aeronautics Limited moving ahead with plans for licensed production of the SJ-100 in India while Russian aerospace companies expand their engagement around the IL-114-300 regional turboprop.

Official announcements from Russia’s United Aircraft Corporation and Rostec confirm that HAL and UAC have established a formal framework for manufacturing the SJ-100 in India. At the same time, UAC has secured commitments for IL-114-300 aircraft from Indian operators and has indicated that localisation of components and aviation support infrastructure will form part of the programme’s development in India.

HAL and UAC Establish Framework for SJ-100 Production in India

Hindustan Aeronautics Limited and United Aircraft Corporation signed an agreement on January 28, 2026, establishing a formal framework for cooperation in manufacturing the SJ-100 regional jet in India.

The agreement was signed by HAL Chairman and Managing Director Dr D.K. Sunil and UAC Director General Vadim Badekha during Wings India 2026 in Hyderabad.

According to UAC and Rostec, the arrangement is intended to form the basis for licensed production of the SJ-100 in India. HAL is also expected to assist UAC with the Indian certification and type-certificate validation process required before the aircraft can enter regular commercial operation in the country.

The agreement envisages HAL receiving a licence to manufacture and sell the SJ-100, including assemblies, components and parts required for maintenance and repair.

Russian Side to Support HAL Production Facilities

The manufacturing arrangement extends beyond final assembly. UAC has stated that it will assist HAL with establishing and modernising the facilities required for SJ-100 production in India.

That support is expected to include engineering services, technical consultation and deployment of specialists as the Indian production infrastructure is developed.

The January agreement represents an intermediate stage rather than the final commercial production contract. UAC has stated that a subsequent general agreement is expected to define the detailed roadmap, implementation schedule, financial framework and division of responsibilities between the two companies.

This makes the SJ-100 programme one of the clearest current opportunities for restoring large-scale civil passenger aircraft manufacturing within HAL.

SJ-100 Designed for Short-Haul Regional Operations

The SJ-100 is a short-range twin-engine passenger aircraft being developed by UAC using Russian-built systems and components.

The latest version is powered by the PD-8 turbofan engine developed by United Engine Corporation. The PD-8 received its Russian type certification in 2026, clearing an important technological milestone for serial production of the aircraft.

The aircraft is intended primarily for regional and short-haul routes, a segment that has become increasingly important as India expands air connectivity beyond major metropolitan airports.

India’s rapidly growing domestic aviation market provides a potentially substantial customer base for aircraft designed to connect Tier-II and Tier-III cities with larger aviation hubs.

IL-114-300 Emerges as Second Major India-Russia Regional Aircraft Programme

Parallel to the SJ-100 initiative, Russia is positioning the IL-114-300 turboprop for India’s regional aviation market.

United Aircraft Corporation presented the IL-114-300 alongside the SJ-100 and MC-21 during INNOPROM India 2026 in New Delhi in September. UAC described the aircraft portfolio as part of a wider proposal for supporting development of India’s regional air transport system.

The IL-114-300 is a regional turboprop aircraft designed for operation from regional airports and relatively short routes. Its configuration makes it particularly relevant to markets where passenger volumes may not justify larger jet aircraft.

UAC has explicitly connected the aircraft with India’s UDAN regional connectivity programme and the continuing expansion of smaller airports across the country.

Indian Operators Sign Agreements for 85 IL-114-300 Aircraft

The IL-114 programme received a significant commercial boost during INNOPROM India when UAC announced agreements covering a total of 85 aircraft for Indian operators.

A letter of intent was signed covering 50 IL-114-300 aircraft for Pinnacle Air, while a separate memorandum of understanding with Sleek Aviation covered another 35 aircraft.

The Sleek Aviation arrangement also includes plans for a training centre equipped with a full-flight simulator, indicating that the Russian side is planning an aviation-support ecosystem in India rather than limiting its engagement to aircraft deliveries.

Earlier in January 2026, UAC also signed a framework purchase agreement with Flamingo Aerospace Private Limited covering six IL-114-300 aircraft. That agreement was presented as the first phase of a wider programme to develop regional aviation capabilities in India.

IL-114 Programme Includes Localisation of Components

Official Russian aerospace announcements indicate that localisation will be incorporated into the IL-114 programme, although the current official agreements do not confirm that HAL will manufacture the complete IL-114-300 aircraft.

UAC has stated that aircraft delivery schedules, maintenance conditions and obligations concerning localisation of various IL-114-300 components will be formalised through subsequent customer agreements.

The distinction is important. The SJ-100 programme already has a specific HAL-UAC agreement covering licensed aircraft manufacturing in India, while the IL-114 programme is presently centred on aircraft supply, component localisation, training and development of operational support infrastructure.

UAC has nevertheless presented localisation and after-sales support as major elements of its wider India strategy for Russian civil aircraft.

IL-114-300 Receives Type Certification

The IL-114-300 achieved another important milestone in June 2026 when Russia’s Federal Air Transport Agency issued the updated type certificate covering the aircraft.

Certification allows the programme to move toward serial production.

The aircraft has been developed by the Ilyushin Aviation Complex under United Aircraft Corporation and uses Russian-manufactured systems, avionics and TV7-117ST-01 turboprop engines.

Its intended roles extend beyond scheduled passenger services. UAC has identified cargo transport, postal services, medical evacuation and rescue operations among the possible applications for the platform.

Regional Aircraft Manufacturing Fits India’s Aviation Expansion

India’s civil aviation market is expanding rapidly beyond the major metropolitan corridors. Growth in regional airports under UDAN is creating increasing demand for aircraft capable of operating economically on shorter routes with relatively modest passenger volumes.

Domestic manufacturing of regional aircraft could also create an extensive industrial ecosystem around aerostructures, avionics, engines, maintenance, component manufacturing and aviation training.

HAL already possesses extensive infrastructure for aircraft production, flight testing and aerostructure manufacturing. Its Aircraft Division in Bengaluru has facilities for aircraft assembly, structural manufacturing, composites, flight testing, welding and advanced production engineering.

The company also has decades of experience manufacturing and supporting aircraft of Russian origin, giving it an established industrial foundation for deeper civil aviation cooperation.

SJ-100 Programme Could Restore Large Passenger Aircraft Production at HAL

The SJ-100 agreement carries particular significance because HAL has not manufactured a large commercial passenger aircraft in India on this scale in recent decades.

Licensed production would involve far more than assembling imported kits if the programme proceeds according to the framework described by UAC. Manufacturing of assemblies, components and maintenance parts in India could progressively increase domestic aerospace participation while creating a long-term support base for Indian operators.

The aircraft could also provide Indian aerospace suppliers with opportunities to enter a commercial aviation production programme operating to civil certification standards.

India-Russia Aviation Partnership Broadens Beyond Defence

HAL’s historical cooperation with Russia has been dominated by military aviation, particularly MiG and Sukhoi aircraft. The emerging SJ-100 programme represents an important expansion of that relationship into commercial aviation.

The IL-114-300 initiative adds another layer by targeting India’s regional turboprop market while progressively developing component localisation, maintenance and training capabilities.

The two programmes are therefore moving along different but complementary paths. The SJ-100 has a defined HAL-UAC framework for licensed production in India, while the IL-114-300 is building an Indian customer base alongside plans for localisation and aviation-support infrastructure.

Together, these initiatives could broaden India’s civil aircraft manufacturing ecosystem and provide additional aircraft options for the country’s rapidly expanding regional aviation network. With HAL’s industrial capabilities, India’s growing domestic market and formal localisation commitments now taking shape, civil aerospace cooperation between India and Russia is moving from discussions toward a more substantial manufacturing and operational presence in the country.
