70,000 Rural Youth to Begin Skill Training Under DDU-GKY 2.0 Across India From October 2026

The Ministry of Rural Development is preparing for a major expansion of Deen Dayal Upadhyaya Grameen Kaushalya Yojana 2.0, with around 70,000 rural youth expected to begin placement-linked skill training across 24 States and Union Territories from October 2026.

The rollout marks one of the first large-scale training phases under DDU-GKY 2.0, which has been designed to strengthen employment-oriented skills among economically disadvantaged rural youth. The programme combines vocational training with placement support and seeks to align training more closely with labour-market demand.

2,015 Training Batches Planned Across 24 States and UTs

According to the DDU-GKY 2.0 portal, 24 States and Union Territories have already allocated around 5.6 lakh training targets covering more than 1,200 projects to approved Project Implementation Agencies, or PIAs.

These allocations are expected to translate into 2,015 training batches involving nearly 70,000 rural youth in October 2026. Other participating States and Union Territories are in advanced stages of completing their project and training allocations.

The scale of the planned rollout reflects the government’s effort to move DDU-GKY 2.0 rapidly from project approval into actual training delivery.

More Than 9 Lakh Training Targets for 2026–28

Under the new phase of the programme, all 31 participating States and Union Territories have together been allocated more than 9 lakh training targets for the two-year period from 2026 to 2028.

States and Union Territories are responsible for identifying and mobilising eligible rural youth and ensuring that they are enrolled in appropriate training programmes. The scheme is intended to operate in a public-private partnership model, with approved training providers delivering courses aligned with employment opportunities.

The Ministry has asked participating administrations to accelerate the allocation of training targets so that implementation agencies can begin courses within the planned schedule.

Placement-Linked Training at the Core of DDU-GKY 2.0

DDU-GKY is a Centrally Sponsored Scheme focused on providing placement-linked skill development for poor rural youth.

Training courses under the programme generally range from three months to 12 months, depending on the occupation and qualification involved. The courses are required to conform to the National Skill Qualification Framework, or NSQF, which provides nationally recognised standards for vocational education and skill certification.

The objective is not merely to provide short-term training but to improve the long-term employability of beneficiaries by linking skills with actual industry and labour-market demand.

This placement-oriented structure distinguishes DDU-GKY from general livelihood or educational programmes by making employment outcomes an important part of programme implementation.

States Asked to Complete Allocations by October 31

The Ministry of Rural Development has identified the coming weeks as a crucial implementation phase for DDU-GKY 2.0.

States and Union Territories have been asked to complete target allocations to Project Implementation Agencies and ensure that training batches begin within the envisaged timelines. The Ministry has set October 31, 2026, as the deadline for allocating targets necessary for the commencement of training.

This is expected to help participating States avoid delays between project approval, beneficiary mobilisation and actual classroom or vocational training.

Review Meetings to Accelerate Implementation

The Ministry is also conducting phased review meetings with States and Union Territories to assess preparedness and address bottlenecks before training batches commence.

These meetings are intended to monitor project allocation, candidate mobilisation, course readiness and coordination with implementation agencies.

The review process assumes greater importance because DDU-GKY depends heavily on State-level implementation. While the scheme is supported centrally, training outcomes depend on how effectively local administrations, training agencies and employers are able to coordinate.

Focus on Rural Youth Employability

The renewed rollout of DDU-GKY 2.0 comes at a time when vocational skills, industry-specific training and employment readiness are receiving greater policy attention across India.

For rural youth, access to recognised skill programmes can provide pathways into sectors where formal training and certification improve employment prospects. Depending on local demand and approved courses, beneficiaries may be trained for jobs across manufacturing, services, logistics, retail, healthcare, hospitality and other sectors.

By combining NSQF-aligned training, placement support and State-level mobilisation, DDU-GKY 2.0 seeks to create a more structured pathway from rural communities into organised employment.

October 2026 to Mark a Major Training Expansion

With around 70,000 rural youth expected to enter 2,015 training batches in October, DDU-GKY 2.0 is moving into a significant implementation phase.

The broader target of more than 9 lakh beneficiaries during 2026–28 gives the programme considerable national scale. Its effectiveness will depend on the quality of training, alignment with employer demand, timely placements and the ability of implementation agencies to provide beneficiaries with sustainable employment rather than short-term certification alone.

The October rollout will therefore serve as an important early test of how effectively DDU-GKY 2.0 can translate large training allocations into sustained livelihood opportunities for rural India.
