India’s tiger conservation journey has evolved from an emergency effort to save a disappearing species into one of the world’s most closely studied wildlife-recovery programmes. The country’s 2022 national assessment estimated 3,682 wild tigers, up from 1,411 in 2006. India is now described by the government as home to nearly 70 per cent of the global wild tiger population, giving it a decisive role in the future of the species.
This recovery represents more than an increase in the number of big cats. It reflects the creation of protected landscapes, legally empowered institutions, scientific population assessments, technology-assisted patrolling, habitat management and cooperation with communities living around tiger forests. The next phase must protect these gains while addressing fragmented habitats, human-wildlife conflict, prey depletion, poaching and the effects of climate change.
From a National Symbol to a Conservation Mission
The tiger has occupied a prominent place in Indian culture for centuries, appearing in art, royal emblems, coins, folklore and temple traditions. Its association with strength, sovereignty and the natural world contributed to the Royal Bengal Tiger being declared India’s National Animal in 1972.
The ecological crisis facing the species, however, required more than symbolic recognition. Hunting, poaching, shrinking forests and falling prey populations had severely reduced tiger numbers across much of Asia. India responded by launching Project Tiger in 1973, initially covering nine reserves. The programme established a dedicated national framework for protecting breeding populations and managing their habitats.
Project Tiger gradually expanded from a group of isolated reserves into a landscape-based conservation system. Its purpose now includes protecting tiger populations, prey animals, water sources, forest vegetation, dispersal routes and the wider ecological processes that sustain large carnivores.
A Population Recovery Measured Over Time
India’s modern tiger estimates follow a consistent scientific framework introduced in 2006. Successive assessments show a sustained national increase:

The 2022 estimate was approximately 2.6 times the 2006 figure. The increase occurred across several major landscapes, although progress has varied between states and regions. Central India and the Eastern Ghats together supported an estimated 1,439 tigers in 2022, while the Western Ghats landscape held 1,087 and the Shivalik–Gangetic landscape recorded 819.
Madhya Pradesh recorded an estimated 785 tigers in the 2022 assessment, followed by Karnataka with 563, Uttarakhand with 560 and Maharashtra with 444. These figures show that the national recovery is spread across multiple landscapes rather than being dependent on a single reserve or state.
At the same time, national totals can conceal local weaknesses. Some regions continue to hold sparse or declining populations, making habitat restoration, prey recovery and improved connectivity essential. Conservation success must therefore be assessed through population distribution, breeding stability and landscape health alongside the headline number.
Fifty-Eight Tiger Reserves Across 18 States
India’s tiger-reserve network has grown to 58 reserves across 18 tiger-range states. Together, their core and buffer zones cover approximately 84,488 square kilometres, equivalent to about 2.56 per cent of the country’s geographical area. The network stretches from the Himalayan foothills and Brahmaputra floodplains to the central Indian forests, Western Ghats, Eastern Ghats and the Sundarbans.
The nine original reserves established under Project Tiger included Bandipur, Corbett, Kanha, Manas, Melghat, Palamau, Ranthambore, Similipal and the Sundarbans. Later additions extended legal and administrative protection to other important landscapes. Madhav Tiger Reserve in Madhya Pradesh, notified in 2025, became the 58th reserve.
A tiger reserve generally contains two functionally different zones. The core or Critical Tiger Habitat receives the highest degree of protection and is intended to maintain secure breeding populations. The surrounding buffer supports ecological connectivity while accommodating regulated land uses, community activities and livelihood programmes.
This structure recognises that a tiger’s ecological world extends beyond the boundary of a protected park. Young animals disperse across forests, river systems, agricultural edges and other land categories while searching for territories and breeding partners.
Corridors Hold the Network Together
Individual reserves cannot support genetically healthy tiger populations indefinitely when they become isolated. Wildlife corridors allow animals to move between breeding areas, maintain gene flow, recolonise vacant habitats and respond to environmental change.
The Wildlife (Protection) Act requires states to prepare Tiger Conservation Plans that address reserve protection, habitat requirements, staff deployment and ecologically compatible land uses. These plans must also consider areas connecting one protected area or tiger reserve with another, giving corridors a formal place within conservation planning.
Maintaining these connections becomes increasingly difficult as roads, railways, mines, settlements, transmission lines and other infrastructure expand through forested regions. Conservation planning must therefore operate beyond reserve boundaries and incorporate wildlife passages, appropriate project design, cumulative-impact assessment and restoration of degraded links.
Connected landscapes also become more important under changing climatic conditions. Tigers, prey species and vegetation communities may need to shift their ranges as rainfall patterns, temperatures, fire regimes and water availability change.
The World’s Largest Biodiversity Survey
India’s All India Tiger Estimation is conducted every four years by the National Tiger Conservation Authority in collaboration with the Wildlife Institute of India, state forest departments and other conservation partners.
The 2022 exercise surveyed tiger habitats across 20 states. Field teams walked more than 6.41 lakh kilometres, examining signs of tigers and other carnivores, prey abundance, vegetation, habitat conditions and indicators of human disturbance. Camera trapping identified 3,080 individual tigers, contributing to the national estimate of 3,682.
The assessment uses a double-sampling approach. In its first stage, field personnel survey potential tiger habitats and record animal signs, prey information and environmental conditions. Remote-sensing data is then used to describe forest cover, terrain, human pressure and landscape characteristics.
The second stage deploys camera traps in intensively sampled areas. Because each tiger possesses a unique stripe pattern, photographs can be used to recognise individual animals. Spatially explicit capture-recapture models estimate tiger density in sampled locations, after which ecological relationships are applied to suitable areas that could not be camera-trapped directly.
This system replaces simple head counts with a repeatable statistical method. It also produces information about leopards, other carnivores, ungulates, habitat quality and human pressures, making the exercise valuable for managing entire ecosystems.
Technology Moves from the Laboratory to the Forest Beat
India has integrated digital tools into routine protection and population monitoring. One of the most important is M-STrIPES, or the Monitoring System for Tigers—Intensive Protection and Ecological Status.
M-STrIPES uses GPS, mobile connectivity, remote sensing, geographic information systems and digital maps to record patrol routes, wildlife observations, habitat conditions and suspected offences. Forest guards can upload geotagged photographs and crime-scene information, while reserve managers can examine where patrols have occurred and identify areas requiring greater attention.
Its ecological module standardises the collection of information on carnivores, prey abundance, habitat quality and human disturbance. A separate conflict module records attacks on people and livestock, crop damage and property loss, allowing managers to study spatial patterns and design location-specific responses.
Artificial intelligence assists with the enormous volume of imagery generated by camera traps. The Camera Trap Data Repository and Analysis Tool, or CaTRAT, automatically classifies images by species. ExtractCompare recognises individual tigers by analysing their stripe patterns, reducing the time and human error involved in manually sorting photographs.
Annual Phase IV monitoring complements the four-year national estimation. Camera-trap records from source populations are archived in a national repository, while M-STrIPES supports continuous patrolling and field documentation. This gives managers more frequent information than a national assessment alone could provide.
Institutions That Convert Data into Action
Project Tiger is implemented as a Centrally Sponsored Scheme through which the Union government provides technical and financial assistance to tiger-range states. The framework supports protection, habitat improvement, monitoring, staff development, conflict management and voluntary relocation from identified critical habitats.
The National Tiger Conservation Authority provides statutory oversight. It evaluates Tiger Conservation Plans, issues standards and operating procedures, reviews reserve management and advises states on protection and habitat-related matters. Its legal authority was strengthened through amendments to the Wildlife (Protection) Act in 2006.
The same amendments established the Wildlife Crime Control Bureau as a statutory organisation to strengthen intelligence gathering, interstate coordination and action against organised wildlife trafficking.
Special Tiger Protection Forces have been deployed in selected reserves considered vulnerable to poaching. NTCA records show operational deployment in reserves including Bandipur, Kaziranga, Ranthambore, Similipal and several reserves in Maharashtra. These units support focused patrolling and anti-poaching operations.
Measuring the Quality of Reserve Management
An expanding protected-area network is valuable only when reserves are managed effectively. India therefore uses a Management Effectiveness Evaluation framework to assess planning, protection systems, staffing, habitat interventions, community engagement and conservation outcomes.
By 2022, 51 tiger reserves had been evaluated under this framework. Twelve received an “Excellent” rating, while the average management score reached 78 per cent. The assessments help identify operational weaknesses, compare performance and direct administrative attention towards reserves requiring improvement.
The evaluation process developed after serious conservation failures demonstrated that legal designation alone could not guarantee survival. Independent review adds accountability by examining whether management plans, budgets and field operations produce measurable ecological outcomes.
Protecting Prey Is Essential to Protecting Tigers
A landscape may possess dense forest cover yet remain unsuitable for tigers when populations of deer, wild pigs, bovids and other prey are depleted. Tigers require a sufficiently productive prey base to breed, establish territories and raise cubs.
The national assessment therefore monitors large ungulates alongside carnivores. The 2022 exercise included India’s first countrywide assessment of ungulates, recognising that tiger recovery ultimately depends on healthy herbivore populations and the vegetation that supports them.
Measures such as controlling illegal hunting, managing grasslands, protecting water sources, removing invasive vegetation and regulating excessive disturbance can improve habitat productivity. These interventions differ between sal forests, dry deciduous woodland, floodplains, mangroves and evergreen landscapes, requiring reserve-specific ecological planning.
Communities as Conservation Partners
Millions of people live within or around India’s tiger landscapes. Their access to land, forest produce, grazing areas and natural resources means conservation outcomes are closely connected with rural livelihoods.
Under Project Tiger, community members are engaged as anti-poaching watchers, fire watchers, drivers, mahouts, guides and support staff. NTCA states that these direct engagements generate approximately 25 lakh person-days of work. Self-help groups, microfinance, farm support and alternative-livelihood programmes provide additional forms of participation.
Well-managed nature tourism can create income for guides, transport providers, homestays, artisans and local enterprises. Revenue and employment can build support for conservation when tourism remains ecologically responsible and benefits surrounding communities. NTCA guidelines seek to limit disturbance within critical tiger habitats and place much of the tourism infrastructure outside sensitive core areas.
Human-tiger conflict requires a different set of responses. Rapid compensation, secure livestock enclosures, trained response teams, early-warning systems and careful management of dispersing animals can reduce both human hardship and retaliatory pressure on wildlife.
Why Saving Tigers Protects Much More Than Tigers
The tiger is an apex predator and an umbrella species. Protecting the large, connected habitats needed by tigers also conserves elephants, leopards, wild dogs, deer, primates, reptiles, birds, insects and plant communities.
Tiger-bearing forests regulate water flows, recharge catchments, protect soil, store carbon and moderate local climates. They support pollination, nutrient cycling and the ecological productivity upon which agriculture and settlements depend.
Several tiger reserves lie within the catchments of important rivers. Their ecological value therefore reaches far beyond reserve boundaries, supporting drinking-water security, irrigation, fisheries and hydropower systems. The economic contribution of these landscapes includes both visible activities such as tourism and less visible services such as carbon storage, erosion control and flood moderation.
Tiger conservation consequently functions as landscape conservation. The animal serves as a measurable indicator of whether a large forest system still contains sufficient space, prey, water, security and ecological connectivity.
India’s Role in Global Big-Cat Conservation
International Tiger Day, observed on July 29, emerged from the Saint Petersburg Tiger Summit of 2010. The 13 tiger-range countries adopted the Tx2 ambition of doubling the global wild tiger population by 2022. The global estimate has since risen from around 3,200 tigers in 2010 to approximately 5,711 according to figures cited by the PIB backgrounder.
India participates in transboundary conservation with Nepal and Bhutan and maintains cooperation with countries including Russia, Myanmar and China. Such partnerships cover habitat conservation, wildlife-crime control, technical exchange and camera-trap data management.
The New Delhi-based Global Tiger Forum brings together the 13 tiger-range countries to support common conservation strategies, capacity building and knowledge exchange.
India has also established the International Big Cat Alliance, envisioned as a coalition involving 95 big-cat range and partner countries. The alliance covers seven species: tiger, lion, leopard, snow leopard, cheetah, jaguar and puma. Its headquarters in India places the country at the centre of a wider effort to share scientific expertise, finance and conservation practices.
India also participates in the Integrated Tiger Habitat Conservation Programme and the Conservation Assured Tiger Standards framework. Twenty-three Indian reserves have received CA|TS accreditation, indicating compliance with internationally recognised management benchmarks.
The Next Test: Quality, Connectivity and Coexistence
India’s rising tiger population is a major conservation achievement, but future policy must move beyond increasing the national count. Some landscapes hold high densities, while others contain small or isolated populations. Uneven distribution can increase local competition, push dispersing tigers into human-dominated areas and leave weaker landscapes ecologically disconnected.
NTCA identifies poaching, prey depletion and habitat loss as continuing threats. Infrastructure fragmentation, poorly planned land-use change, forest fires, invasive species and climate-related stress add new dimensions to the challenge.
The next stage of tiger conservation should therefore prioritise secure corridors, recovery of low-density reserves, protection of prey, scientifically designed infrastructure crossings and faster conflict-response systems. Frontline personnel will require modern equipment, specialised training and dependable welfare support.
Consistent monitoring must also be accompanied by transparent reporting of tiger deaths, habitat changes, corridor conditions and management performance. Conservation works best when strong institutions are combined with scientific scrutiny and local trust.
A Conservation Achievement with National Significance
India’s tiger recovery shows how long-term political commitment, legal protection, scientific measurement and field-level implementation can reverse wildlife decline. Project Tiger created the protected foundation; the NTCA strengthened governance; digital tools improved evidence; state forest departments sustained field operations; and communities became increasingly connected with conservation livelihoods.
The tiger remains the visible symbol of this success, but its survival represents something larger: functioning forests, living rivers, secure wildlife corridors and resilient ecological systems.
India’s enduring responsibility is to ensure that growing tiger numbers are matched by expanding habitat quality, safe movement between populations and peaceful coexistence with the people who share these landscapes. That balance will determine whether the recovery becomes a permanent ecological legacy.
