MyGov Crosses 6.32 Crore Registrations, Expands Citizen Role in National Policy Consultations

MyGov had 6,32,16,167 registered citizens by July 10, 2026. Of these, more than 4.48 crore people joined the platform during the five-year period from July 11, 2021, to July 10, 2026.

India’s MyGov platform has grown into one of the country’s largest digital channels for public participation, with more than 6.32 crore citizens registered as of July 10, 2026. The platform has enabled people to contribute opinions, suggestions and feedback on major policy areas, including the Union Budget, the National Education Policy, data protection, Aadhaar reforms, examination systems and the proposed Eighth Central Pay Commission.

The figures were presented in the Rajya Sabha by Union Minister of State for Electronics and Information Technology Jitin Prasada. The government said MyGov functions as a bridge between citizens and public institutions by allowing ministries and departments to seek public views while framing or reviewing policies, schemes and programmes.

MyGov Adds Nearly 4.5 Crore Users in Five Years

MyGov had 6,32,16,167 registered citizens by July 10, 2026. Of these, more than 4.48 crore people joined the platform during the five-year period from July 11, 2021, to July 10, 2026.

This means that nearly 71 per cent of the platform’s registered user base was added during the latest five-year period, reflecting the rapid expansion of digital citizen engagement in India.

MyGov supports different forms of participation, including public discussions, surveys, polls, creative competitions, online tasks and activities conducted on the ground. These formats allow ministries to collect both structured responses and broader public suggestions.

Millions Participate in Polls, Discussions and Surveys

During the last five years, MyGov hosted 180 public discussions, attracting participation from 7,77,068 citizens.

The platform also conducted 15 polls in which more than 30.39 lakh citizens participated. A further 3,57,431 people took part in 56 surveys hosted during the same period.

Together, these mechanisms have created a digital space where citizens can respond to government proposals, share ideas and express views on matters of national and public importance.

The discussions and consultations are initiated and owned by the ministries or departments responsible for the relevant policy area. MyGov facilitates the engagement process, compiles the responses and forwards the suggestions to the concerned authorities.

Consultations Cover Major National Policies

MyGov has hosted consultations on several important legislative, administrative and policy initiatives.

Public inputs were sought during discussions relating to the National Education Policy 2020, which introduced wide-ranging reforms in school education, higher education, vocational training, multidisciplinary learning and institutional governance.

The platform was also used for consultations on the Digital Personal Data Protection Bill, 2022, and the subsequent Draft Digital Personal Data Protection Rules, 2025. These consultations gave citizens and stakeholders an opportunity to comment on the framework governing the collection, processing, protection and use of personal data.

Union Budget consultations have allowed citizens to submit proposals on taxation, public expenditure, welfare programmes, economic development and sector-specific priorities before the presentation of the annual Budget.

MyGov also hosted consultations on proposed amendments to the Aadhaar Authentication for Good Governance Rules, 2020. These rules concern the use of Aadhaar authentication for improving access to services, strengthening administrative efficiency and supporting public welfare initiatives.

Examination Reforms and Pay Commission Also Opened for Feedback

The platform has been used to collect views on reforms in the examination process conducted through the National Testing Agency. The consultation followed growing national attention on examination integrity, transparency, accountability and the functioning of large-scale entrance and eligibility tests.

Other policy documents placed for public consultation included the Draft Data Centre Policy, 2020, and the Draft New Textiles Policy, 2020.

Citizens were also invited to submit suggestions for the memorandum relating to the Eighth Central Pay Commission, which is expected to examine pay structures, allowances and service-related benefits for central government employees and pensioners.

The broad range of consultations indicates that MyGov is being used across education, technology, public administration, economic planning, identity systems, employment policy and government personnel matters.

Citizen Suggestions Forwarded to Ministries

Once a consultation is completed, MyGov compiles the opinions, recommendations and feedback submitted by participants. These are then forwarded to the ministry or department responsible for the relevant policy, programme or scheme.

The final decision on whether a suggestion is accepted, modified or incorporated remains with the concerned ministry or department.

The government clarified that MyGov acts as a facilitative platform rather than the final decision-making authority. Ministries evaluate the submissions according to policy objectives, legal requirements, administrative feasibility, financial implications and wider public interest.

Similarly, decisions regarding the publication of Action Taken Reports or changes arising from public feedback remain within the jurisdiction of the department that owns the policy or programme.

Third-Party Assessments Examine Platform’s Impact

Third-party impact assessments of MyGov’s citizen-engagement initiatives were conducted in 2017 and 2025.

According to the government, these studies found that MyGov had significantly expanded opportunities for public participation by using varied engagement formats. The assessments also recommended measures to make the platform more accessible and inclusive.

Following these recommendations, MyGov introduced several improvements involving language access, mobile connectivity, outreach and website usability.

Available in 12 Languages

MyGov is now available in 12 languages, including English and 11 Indian regional languages.

The multilingual expansion is intended to reduce language barriers and enable participation from citizens who may prefer to communicate in languages other than English.

This is particularly important for a national consultation platform because policy discussions often involve people from different regions, educational backgrounds and levels of digital familiarity.

Broader language support can help extend consultations beyond urban and English-speaking users and bring regional viewpoints into national policy discussions.

Mobile Application Expands Accessibility

A dedicated MyGov mobile application has been launched to serve India’s large and growing population of smartphone users.

Mobile access makes it easier for people to participate in polls, surveys, discussions and creative activities without relying on a desktop computer. It also allows notifications and new consultation opportunities to reach citizens more quickly.

The platform has strengthened its presence across digital and social media channels to increase awareness of government initiatives and encourage wider public participation.

Its web interface is also periodically updated to improve navigation, general accessibility and user experience.

Building Participatory Digital Governance

The expansion of MyGov reflects a broader shift towards participatory digital governance, in which citizens are invited to contribute before or during the formulation of public policy.

Traditional public consultations were often limited by geography, time, language and the need for physical participation. Digital platforms can reach a much larger audience and collect feedback from different parts of the country within a shorter period.

They can also enable ministries to identify recurring public concerns, sector-specific recommendations and regional priorities.

However, the long-term value of digital consultation depends on the quality of participation, the representativeness of respondents, the transparency of the review process and the extent to which ministries communicate how public feedback was considered.

Stronger Feedback Mechanisms Could Deepen Trust

MyGov’s growing registration figures demonstrate strong public interest in engaging with government initiatives. The next stage of its development could involve more detailed summaries of consultation outcomes, clearer information on the categories of suggestions received and wider publication of Action Taken Reports by participating ministries.

Such mechanisms could help citizens understand how consultations influenced policy decisions and improve confidence in the process.

The government said MyGov continues to review feedback concerning the functioning of the platform itself. This includes suggestions relating to its features, language options, accessibility and ease of use.

By combining large-scale registration, multilingual access, mobile participation and consultation on major national policies, MyGov has emerged as an important component of India’s digital governance architecture.

Its ability to translate citizen participation into measurable policy impact will depend on sustained engagement by ministries, transparent consideration of public suggestions and continued efforts to make the platform accessible to a wider and more diverse population.
