Sagar Defence Engineering is expanding from its roots in unmanned maritime systems towards a broader indigenous defence manufacturing capability spanning autonomous surface vessels, underwater technologies, armed platforms and advanced maritime systems.
The Pune-based defence technology company has confirmed that it holds an industrial licence for the manufacture of arms and explosives, while its maritime portfolio already includes unmanned surface vessels, autonomous navigation technologies and work on an underwater-launched unmanned aerial vehicle for the Defence Research and Development Organisation.
Together, these developments are positioning Sagar Defence to participate in increasingly complex naval and maritime defence programmes as India widens private-sector participation in indigenous military manufacturing.
Industrial Licence Expands Sagar Defence’s Manufacturing Scope
Sagar Defence officially announced in 2026 that it had received an industrial licence for the manufacture of arms and explosives.
The company described the approval as an important step in its transition towards becoming a vertically integrated defence solutions provider. It plans to combine the newly licensed manufacturing capabilities with its existing expertise in autonomous systems and maritime engineering.
Sagar Defence is also developing additional manufacturing capacity at Juvvaladinne Fishing Harbour in Andhra Pradesh, where its planned facility is intended to support autonomous maritime systems and increase production capacity.
The expansion moves the company beyond being primarily a developer of autonomous control technologies towards a model combining design, engineering, systems integration and manufacturing.
Surface and Underwater Vessels Fall Under India’s Defence Licensing Framework
India’s official defence industrial licensing framework places “warships of all kinds” within the list of defence products requiring an industrial licence under the Industries (Development and Regulation) Act.
The category includes vessels of war operating on the surface or underwater, certain armed surface vessels, special naval equipment and systems specifically designed for military applications.
The Department for Promotion of Industry and Internal Trade administers industrial licensing through the National Single Window System, with applications assessed in consultation with relevant ministries, security agencies and State governments.
Sagar Defence Built Its Foundation Around Maritime Autonomy
Sagar Defence was established with a focus on unmanned marine systems and has developed technologies for autonomous and remotely controlled operations at sea.
Its core work includes unmanned surface vessels capable of performing missions with reduced human intervention. The company has developed autonomous navigation, command-and-control and collision-avoidance technologies intended to allow maritime platforms to operate in complex environments.
Its systems can incorporate optical, acoustic and other sensors while communicating maritime information through radio, satellite and other data links.
Sagar Defence has also developed technology to convert existing vessels into autonomous or remotely operated platforms, widening the potential application of its control systems beyond purpose-built unmanned craft.
DRDO Selects Sagar Defence for Underwater-Launched UAV Programme
One of the company’s most significant officially documented defence programmes involves the development of an Underwater-Launched Unmanned Aerial Vehicle.
DRDO’s Technology Development Fund selected Sagar Defence Engineering for the project following a competitive process involving 17 companies.
The system is intended to allow an unmanned aerial vehicle to be deployed from a moving submarine, providing an additional means of surveillance and situational awareness without requiring the submarine itself to surface.
DRDO’s Defence Research and Development Laboratory is supporting the programme, while representatives from the Indian Navy’s Directorate of Submarine Acquisition have also been associated with the development effort.
An operational underwater-launched UAV could allow a submerged platform to extend its surveillance reach well beyond the immediate range of onboard sensors while limiting exposure of the submarine.
Autonomous Surface Vessels Moving Towards Production
Sagar Defence has also moved its unmanned surface vessel programmes from development and testing towards larger-scale production.
The company’s founder, Capt. Nikunj Parashar, confirmed in 2026 that its autonomous maritime USVs were entering scaled production after years of engineering, testing and validation.
Sagar Defence has separately worked on high-speed unmanned surface platforms and has previously outlined plans for an autonomous vessel capable of carrying missile systems.
The company’s maritime systems are built around indigenous control technologies combining navigation, communications, sensing and autonomous mission execution.
New Maritime Facility to Support Manufacturing and Testing
Sagar Defence is developing a dedicated maritime facility near Juvvaladinne Fishing Harbour in Andhra Pradesh.
The facility is intended to provide infrastructure for building, integrating, testing and validating autonomous maritime systems, including surface and underwater platforms.
Direct access to the waterfront is particularly important for maritime defence development because autonomous systems require repeated trials under real operating conditions before deployment.
Sagar Defence has also indicated that the facility could support testing by other startups, researchers and developers working on Uncrewed Surface Vessels, Autonomous Underwater Vehicles and Remotely Operated Vehicles.
Such infrastructure can help bridge one of the persistent gaps facing maritime technology companies: access to suitable environments where systems can progress from laboratory development to sustained sea trials.
Cooperation Extends to Underwater Domain Awareness
Sagar Defence has also entered into cooperation with Liquid Robotics for the co-development and co-production of Autonomous Surface Vessels for Underwater Domain Awareness.
The partnership is intended to combine autonomous maritime platforms with sensing and data-gathering capabilities required to understand activity below the ocean surface.
Underwater Domain Awareness has growing relevance for naval operations because surface vessels, submarines, unmanned systems and seabed sensors increasingly operate as parts of interconnected surveillance networks.
For India, indigenous capability in these areas can support surveillance, reconnaissance, hydrographic applications, protection of maritime infrastructure and monitoring of strategically important waters.
From Maritime Startup to Integrated Defence Manufacturer
Sagar Defence’s evolution illustrates the wider transformation taking place within India’s private defence technology ecosystem.
The company began with autonomous marine systems but is progressively combining maritime robotics, weapons-related manufacturing, underwater technologies, autonomous navigation and dedicated production infrastructure.
Its work with DRDO on submarine-linked unmanned technology and the movement of its surface vessels towards serial production show how private defence startups are beginning to undertake programmes involving complete operational platforms rather than isolated components.
As India expands indigenous naval technology development, companies capable of combining autonomy, systems engineering, manufacturing and real-world maritime testing can assume increasingly important roles within the wider defence industrial base.
