Numaligarh Refinery Limited’s pioneering bamboo-based biorefinery in Assam has successfully produced second-generation ethanol, marking an important operational milestone for a project designed to turn the Northeast’s abundant bamboo resources into low-carbon fuel and valuable industrial chemicals.
Oil India Limited Chairman and Managing Director and NRL Chairman Ranjit Rath confirmed on September 11, 2026, that 2G ethanol has already been produced at the facility and that individual units are now being stabilised before the plant moves towards sustained commercial production and higher capacity utilisation.
The development is significant because the Numaligarh facility is officially described by NRL as the world’s first commercial-scale second-generation bamboo-based ethanol plant. Prime Minister Narendra Modi inaugurated the Assam Bioethanol Plant at Numaligarh in Golaghat district on September 14, 2025.
From Inauguration to Actual Ethanol Production
The latest milestone moves the project beyond construction and inauguration into the much more important phase of proving that its complex biomass-conversion process can operate successfully at industrial scale.
Rath said the company has already produced 2G ethanol but is concentrating on stabilising the entire process rather than simply maximising ethanol output immediately.
The plant contains several interconnected processing units, and these are being tested and optimised so that the facility can eventually operate at its designed capacity while simultaneously producing its planned co-products.
NRL’s focus is therefore now shifting towards process stability, operational efficiency and commercial-scale utilisation.
Bamboo Converted Into Advanced Biofuel
Unlike conventional first-generation ethanol made primarily from sugar or food crops, second-generation ethanol uses lignocellulosic biomass such as agricultural residues, wood and bamboo.
The Numaligarh project has been specifically designed around bamboo, which is widely available across northeastern India.
NRL’s official project documentation says the biorefinery is designed to process approximately 300,000 tonnes of dry bamboo annually, equivalent to around 500,000 tonnes of green bamboo, to manufacture cellulosic ethanol and a range of other products.
This allows fuel production without relying on food grains or sugar feedstocks and creates a potential commercial market for bamboo grown and harvested across the region.
About 49,000 Tonnes of Ethanol Annually
At full design capacity, the plant is expected to produce approximately 49,000 tonnes of bioethanol per year.
NRL documents also envisage annual production of approximately 11,000 tonnes of acetic acid and 18,000 tonnes of furfural or furfuryl-alcohol products, while residual bamboo material can be converted into bio-coal and used to generate steam and electricity for the facility.
More recent official information supplied by NRL gives the plant’s daily design capacities as roughly 148.48 tonnes of ethanol, 57.57 tonnes of furfural, 33.33 tonnes of acetic acid, 96.96 tonnes of carbon dioxide and 484.84 tonnes of bio-coal. The facility requires around 1,500 tonnes of bamboo per day at design operation.
Acetic Acid Is the Next Important Milestone
Rath made clear that NRL does not regard ethanol as the plant’s only important output.
The company is now working towards successful production of other derivatives, particularly acetic acid, before moving into full commercial operation.
This is an important feature of the Numaligarh concept. Rather than treating bamboo solely as feedstock for ethanol, the process separates different components of the biomass and converts them into several commercially useful products.
NRL describes the underlying technology as selective fractionation of biomass combined with co-production of multiple products.
That approach could improve the economics of second-generation ethanol production by generating revenue from chemicals and other materials alongside the principal biofuel.
A Joint Venture Built Around Finnish Technology
The project is being implemented through Assam Bio Ethanol Private Limited, formerly known as Assam Bio Refinery Private Limited.
NRL holds a 50% equity stake, with the remaining shareholding associated with Finnish partners Fortum and Chempolis. The joint venture was formed to use cellulosic feedstock—particularly bamboo—to manufacture ethanol and associated biochemicals.
The plant uses technology associated with Finnish biorefining specialist Chempolis, whose process separates lignocellulosic biomass into components that can subsequently be converted into ethanol and other products.
Engineers India Limited was appointed as the engineering, procurement and construction-management consultant for the project.
Supported Under PM JI-VAN
The Numaligarh project also forms part of India’s national push to develop advanced biofuels.
An official parliamentary response from NRL states that the bamboo-based 2G biorefinery is being supported under the Pradhan Mantri JI-VAN Yojana, with the Central Government sanctioning a ₹150-crore grant for the project.
Second-generation ethanol is important to India’s energy strategy because it can increase domestic biofuel production without creating the same direct competition with food crops associated with some conventional ethanol feedstocks.
It can also turn agricultural and forestry residues into commercially useful energy products instead of allowing those materials to go unused or be burnt.
Creating a New Bamboo Economy in the Northeast
The economic impact of the plant could extend well beyond the refinery gates.
A commercial facility consuming large volumes of bamboo requires an organised supply chain involving harvesting, aggregation, transportation and storage. That can potentially create new income opportunities for farmers, forest communities, bamboo growers and logistics operators across Assam and neighbouring northeastern states.
Bamboo grows rapidly and is already deeply integrated into the economy and culture of the Northeast. Establishing industrial demand for it could help transform the crop from a predominantly traditional material into an important energy and biochemical feedstock.
The plant therefore combines several policy objectives: cleaner transport fuels, reduced fossil-fuel dependence, rural income generation and industrial development in northeastern India.
Still in the Stabilisation Phase
The latest announcement should not be interpreted as meaning that the plant has already reached full commercial capacity.
Rath specifically said that the facility is undergoing stabilisation, with individual units being tested for full utilisation. Commercial production and optimisation will follow after the complete process and its various product streams operate reliably.
That distinction is important because large lignocellulosic biorefineries involve complex chemical and biological processes that must operate continuously and efficiently before nameplate capacity can be reached.
The achievement so far is that bamboo has now been successfully converted into 2G ethanol at the commercial-scale Numaligarh facility.
From Experimental Technology to Industrial Production
India has pursued second-generation ethanol technologies for years, but bringing them to sustained commercial scale has proven considerably more difficult than conventional grain- or molasses-based ethanol production.
The Numaligarh plant is therefore being watched closely.
NRL’s official corporate history records the September 2025 inauguration as that of the world’s first commercial-scale bamboo-based 2G ethanol plant.
The successful production of ethanol in 2026 represents the next major step: demonstrating that the facility can translate that industrial concept into actual fuel.
The challenge now is to stabilise the process, establish reliable production of ethanol and co-products such as acetic acid, and progressively increase utilisation towards the plant’s designed capacity.
