The Government of India has released ₹1,000 crore in margin money subsidy under the Prime Minister’s Employment Generation Programme (PMEGP) to support the establishment of 11,333 new micro enterprises across the country. The financial assistance is expected to facilitate more than 1.02 lakh employment opportunities while strengthening rural entrepreneurship, small-scale manufacturing and local economic development.
Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi released the subsidy during a special function organised by the Ministry of MSME at Kartavya Bhawan-3 in New Delhi on 28 October 2026.
The programme was attended by Minister of State for MSME Shobha Karandlaje, MSME Secretary Bharat Khera, senior ministry officials and representatives of the Khadi and Village Industries Commission (KVIC), National Small Industries Corporation (NSIC) and the Office of the Development Commissioner (MSME).
The latest financial assistance is linked to approximately ₹3,260 crore in bank-sanctioned project loans for entrepreneurs establishing new manufacturing and service enterprises. The government expects these investments to create employment, expand self-employment opportunities and strengthen economic activity, particularly in rural and underserved regions.
₹3,260 Crore in Bank Credit to Support New Businesses
The ₹1,000 crore subsidy release will provide financial support to 11,333 beneficiaries who have obtained bank-sanctioned project loans amounting to approximately ₹3,260 crore.
The financial assistance is provided through PMEGP, a credit-linked subsidy programme designed to help individuals establish new micro enterprises in the non-farm sector.
Under the programme, eligible entrepreneurs receive margin money assistance against bank-financed projects, reducing the effective financial burden of establishing a new business.
Unlike an ordinary commercial loan, the margin money component represents government financial assistance linked to an eligible project. The subsidy is subject to prescribed conditions and is intended to support viable enterprises rather than provide unrestricted cash assistance to beneficiaries.
The new tranche of support is expected to facilitate business creation across manufacturing, processing, traditional industries and service activities.
The enterprises associated with the latest subsidy release are projected to generate more than 1.02 lakh employment opportunities. These employment figures represent expected outcomes from the supported projects, rather than jobs already verified as created.
Strengthening Rural Entrepreneurship and Local Manufacturing
The Prime Minister’s Employment Generation Programme is one of the government’s principal initiatives for promoting entrepreneurship and sustainable livelihoods in rural and urban areas.
The programme focuses on enabling individuals to establish businesses that generate income and employment outside the agricultural sector.
By expanding access to institutional credit and government financial assistance, PMEGP seeks to encourage entrepreneurship among individuals who may otherwise face difficulties financing new ventures.
The scheme is particularly relevant to rural communities, where small manufacturing and service enterprises can provide employment opportunities closer to people’s homes.
Local businesses involved in manufacturing, food processing, repair services and other non-farm economic activities can contribute to regional supply chains while creating opportunities for skilled and semi-skilled workers.
The government’s latest subsidy release is intended to strengthen this grassroots enterprise ecosystem and encourage economic activity in areas where access to industrial investment remains limited.
Special Focus on Women and Disadvantaged Communities
The Ministry of MSME has identified inclusive entrepreneurship as an important objective of the latest financial assistance.
The ₹1,000 crore subsidy tranche is intended to support women entrepreneurs, members of Scheduled Castes and Scheduled Tribes, and individuals from economically disadvantaged backgrounds.
Special attention is also being given to the North Eastern Region and Aspirational Districts to encourage more balanced regional economic development.
According to the ministry, nearly 80% of enterprises assisted under PMEGP since the financial year 2014–15 have been established in rural areas.
The programme has also supported substantial participation from historically disadvantaged communities. Nearly half of its beneficiaries belong to Scheduled Castes, Scheduled Tribes and Other Backward Classes.
Women entrepreneurs account for approximately 40% of the enterprises supported under the programme.
These participation figures highlight the role of small-enterprise financing in expanding access to entrepreneurship beyond established industrial and commercial centres.
The latest release seeks to continue this approach by directing financial support towards entrepreneurs who can contribute to local economic activity and employment generation.
PMEGP Has Supported More Than 8.38 Lakh Enterprises Since 2014–15
The Ministry of MSME has also highlighted the cumulative impact of the Prime Minister’s Employment Generation Programme over the past twelve years.
Since the financial year 2014–15, PMEGP has facilitated the establishment of more than 8.38 lakh micro enterprises through bank-sanctioned project loans exceeding ₹70,000 crore.
During this period, the programme has provided more than ₹25,193 crore in margin money subsidies to eligible beneficiaries.
According to ministry estimates, the enterprises supported during this period have generated approximately 75 lakh employment opportunities across the country.
The programme’s reach has been particularly significant in rural India, where access to formal business financing can be an important factor influencing entrepreneurship and local employment.
Government assistance has helped entrepreneurs establish enterprises across various manufacturing and service activities, creating opportunities for self-employment and additional wage employment.
The cumulative figures also demonstrate the scale of institutional credit mobilised through the combination of bank financing and government subsidies.
Strong Performance During Financial Year 2026–27
The latest subsidy release follows substantial financial assistance provided under PMEGP during the current financial year.
Before the announcement on 28 October, the programme had already supported 25,895 micro enterprises during FY 2026–27 through margin money subsidies amounting to ₹794.52 crore.
The additional ₹1,000 crore release represents a major expansion of financial support during the year.
The new allocation is expected to accelerate the establishment of micro enterprises and contribute to employment generation across different regions.
The ministry has emphasised that the effectiveness of the programme depends not only on financial assistance but also on the continued viability and growth of the enterprises receiving support.
For this reason, PMEGP includes provisions for entrepreneurship development, institutional assistance and post-establishment support.
KVIC and District Industries Centres Support Implementation
The Prime Minister’s Employment Generation Programme is administered by the Ministry of MSME and implemented nationally through the Khadi and Village Industries Commission.
Other implementing institutions include State Khadi and Village Industries Boards, District Industries Centres and the Coir Board.
These organisations provide assistance to prospective entrepreneurs in preparing projects, accessing institutional finance and establishing business operations.
The programme also incorporates awareness campaigns, entrepreneurship development activities, capacity building, market linkages and monitoring mechanisms.
Field-level implementing agencies are expected to provide support that extends beyond the initial approval of financial assistance.
This approach is intended to improve enterprise sustainability and help beneficiaries develop commercially viable businesses.
The involvement of local implementing institutions is particularly important for reaching entrepreneurs in remote and underserved districts.
How PMEGP Financial Assistance Works
PMEGP provides government-backed margin money subsidies for eligible new micro enterprises in manufacturing and service activities.
Under the existing scheme framework, the maximum eligible project cost for receiving margin money subsidy is ₹50 lakh in the manufacturing sector and ₹20 lakh in the service or business sector.
The subsidy percentage depends on the location of the proposed enterprise and the beneficiary’s category.
For general-category beneficiaries, the margin money subsidy is ordinarily 15% of the eligible project cost in urban areas and 25% in rural areas.
For eligible special-category beneficiaries, the corresponding subsidy is 25% in urban areas and 35% in rural areas.
Special-category assistance covers designated groups, including women, Scheduled Castes, Scheduled Tribes, Other Backward Classes, minorities, persons with disabilities and other eligible categories.
The financial support is linked to bank loans and is provided under prescribed programme conditions.
By reducing the effective cost of establishing a new enterprise, the subsidy mechanism is intended to make entrepreneurship more accessible while encouraging participation by formal lending institutions.
Micro Enterprises Remain Important to India’s Economic Development
Micro enterprises play an important role in India’s economy by providing employment, supporting local production and creating business opportunities in smaller towns and rural communities.
Unlike large industrial projects, micro enterprises generally require comparatively modest initial investments and can operate across a wide range of economic activities.
They also contribute to the development of local supply chains by providing products and services to households, agricultural communities and larger businesses.
Government-supported entrepreneurship programmes can help address financing constraints faced by first-generation business owners who lack established commercial networks or substantial financial resources.
The expansion of micro enterprises may also encourage local value addition, strengthen traditional industries and diversify employment opportunities in rural areas.
However, the long-term effectiveness of financial assistance depends on factors such as market access, business management, infrastructure, technology adoption and sustained demand for products and services.
The government has therefore placed emphasis on combining subsidy support with entrepreneurship development and institutional guidance.
Supporting India’s Vision of Self-Reliant Economic Growth
Speaking at the subsidy release programme, Union Minister Jitan Ram Manjhi emphasised the importance of micro enterprises in supporting economic growth, innovation and livelihoods at the grassroots level.
He reiterated the government’s commitment to providing institutional assistance to aspiring entrepreneurs, particularly women, disadvantaged communities and individuals from rural areas.
The ₹1,000 crore subsidy release represents a substantial financial intervention aimed at enabling new businesses to access credit and commence operations.
With 11,333 beneficiaries linked to approximately ₹3,260 crore in bank-sanctioned loans, the programme is expected to contribute to enterprise formation and employment generation across the country.
Its longer-term impact will depend on how effectively the supported businesses establish operations, create employment and remain commercially sustainable.
The initiative forms part of India’s broader efforts to strengthen domestic entrepreneurship, encourage local manufacturing and services, and promote inclusive economic development under the vision of Viksit Bharat.
