India and China will hold a fresh round of talks on trans-border rivers in September 2026, bringing hydrological-data sharing and renewal of longstanding river cooperation agreements back into formal bilateral discussions at a time when management of Himalayan river systems remains an important strategic and environmental issue for both countries.
The decision was reached during the 25th round of Special Representatives talks on the India-China boundary question, held in Beijing on August 25 between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi. Among the eight outcomes announced after the meeting, the two sides agreed that the next meeting of the India-China Expert-Level Mechanism on Trans-border Rivers would take place in September and specifically identified hydrological-data sharing and renewal of relevant Memoranda of Understanding as subjects for continued communication.
Hydrological Data Returns to the Bilateral Agenda
The upcoming meeting is significant because China is the upper-riparian country for several major rivers that flow into India after originating on the Tibetan Plateau. These include the Yarlung Tsangpo, which enters India as the Siang and becomes part of the Brahmaputra system, and the Langqen Zangbo, which flows into India as the Sutlej.
Hydrological information from upstream locations can be particularly valuable during the monsoon and flood season. Data on river levels, discharge and rainfall can help Indian agencies assess changing water conditions and improve flood forecasting for downstream regions.
India’s Ministry of Jal Shakti has confirmed that hydrological information supplied by China under earlier bilateral arrangements has been used by the Central Water Commission for flood forecasting.
This makes the September discussions more than a diplomatic formality. Reliable and timely upstream information can contribute directly to disaster preparedness in parts of Arunachal Pradesh, Assam and other downstream areas exposed to sudden changes in Himalayan river flows.
Brahmaputra and Sutlej Agreements Await Renewal
India and China have maintained formal arrangements for sharing flood-season hydrological information for more than two decades.
An agreement covering the Yarlung Tsangpo-Brahmaputra was first concluded in 2002 and subsequently renewed in 2008, 2013 and 2018. Under the arrangement, China provided India with hydrological information from monitoring stations upstream during the flood season.
The most recent Brahmaputra MoU expired on June 5, 2023 and has remained under discussion for renewal through diplomatic channels.
A separate agreement covering the Langqen Zangbo-Sutlej was signed in 2005 and renewed in 2010 and 2015. That agreement expired on November 5, 2020 and has similarly remained under consideration for renewal.
The September meeting therefore creates an opportunity to move from general communication towards rebuilding a formalised framework for regular hydrological-data exchange on both river systems.
Cooperation Mechanism Has Operated Since 2006
India and China established the Expert-Level Mechanism on Trans-border Rivers in 2006 to provide a dedicated institutional channel for discussions covering flood-season hydrological information, emergency management and other river-related issues.
The mechanism brings together technical and water-resource officials rather than operating solely through diplomatic channels. This allows the two sides to discuss practical matters such as monitoring, data transmission, forecasting and emergency situations affecting shared river systems.
The 16th meeting of the Expert-Level Mechanism was held in New Delhi on April 22–23, 2025, with participation from India’s Ministry of Jal Shakti, Central Water Commission, Central Electricity Authority and Ministry of External Affairs, alongside officials from China’s Ministry of Water Resources.
The decision to convene another meeting in September indicates that the water dialogue is becoming part of the broader restoration of institutional engagement between India and China.
Flood Forecasting Is a Major Indian Interest
The Brahmaputra basin is particularly important because of the enormous volume of water flowing through northeastern India and the region’s susceptibility to severe annual flooding and erosion.
The river enters Arunachal Pradesh as the Siang before joining other tributaries and flowing through the Assam Valley as the Brahmaputra. Heavy rainfall across the Himalayas and northeast India can cause rapid increases in water levels, while landslides, glacial events and other natural disturbances can sometimes produce sudden changes in river flow.
Upstream information can therefore provide additional warning time for Indian forecasting agencies.
Earlier bilateral arrangements recognised this requirement explicitly. Under the 2013 India-China agreement, Beijing agreed to extend the period during which Brahmaputra hydrological information was supplied to India, beginning data provision on May 15 instead of June 1 and continuing until October 15 each year.
Renewing a dependable mechanism for such information would strengthen India’s broader flood-monitoring network rather than replace domestic monitoring systems.
Upstream Development Adds Strategic Importance
Trans-border river cooperation also carries strategic importance because China controls the upper reaches of several rivers before they enter India.
India has consistently maintained that, as a lower-riparian country with established usage rights, its downstream interests should not be adversely affected by developments upstream. New Delhi has consequently monitored Chinese hydropower and water-development activities on the Yarlung Tsangpo and has repeatedly raised river-related concerns through diplomatic channels and the Expert-Level Mechanism.
The issue is particularly sensitive in the Brahmaputra basin because river flows support agriculture, fisheries, ecosystems, hydropower development and the livelihoods of millions of people across northeastern India and Bangladesh.
At the same time, the Brahmaputra is not dependent solely on water arriving from Tibet. Heavy rainfall and large tributaries within India contribute substantially to the river’s overall flow. The issue is therefore not simply one of absolute water quantity but also timing, flood management, sediment, ecological impact and advance information about major upstream events.
Emergency Information Also Part of Earlier Understanding
Hydrological cooperation has historically extended beyond routine seasonal data.
During the 24th round of Special Representatives talks in 2025, India and China agreed to make full use of the Expert-Level Mechanism and remain in contact regarding renewal of the river MoUs. China also agreed to provide hydrological information during emergency situations on humanitarian grounds.
Such emergency communication could become important during major landslides, extreme rainfall, glacial events or other incidents capable of altering downstream river conditions.
The September meeting will therefore provide an opportunity to determine whether these understandings can be converted into a more predictable institutional arrangement.
Part of Wider India-China Re-Engagement
The river talks are taking place within a broader improvement in India-China diplomatic engagement following several years of severe strain after the military confrontation in eastern Ladakh.
The August 2026 Special Representatives meeting produced an eight-point consensus covering boundary negotiations, border management, additional military communication channels, border trade, pilgrimage and trans-border river cooperation.
The two countries also agreed to establish two additional military hotline channels in the Eastern and Middle Sectors and two additional points for senior military commander meetings, while continuing work on boundary delimitation and border management.
The inclusion of river cooperation within this wider package is significant because it shows that New Delhi and Beijing are gradually restoring practical mechanisms that extend beyond the immediate military situation along the Line of Actual Control.
Water Cooperation Could Become an Important Confidence-Building Measure
Unlike the boundary dispute, where political and territorial differences remain difficult to resolve, hydrological cooperation offers an area in which practical benefits can be demonstrated relatively quickly.
China possesses upstream monitoring information that can improve Indian flood forecasting, while regular technical dialogue can reduce uncertainty surrounding developments on shared river systems.
Renewal of the Brahmaputra and Sutlej hydrological-data agreements would therefore represent a tangible step in rebuilding bilateral confidence. It would not resolve wider concerns over upstream infrastructure or water security, but it could restore a predictable channel through which information can be exchanged and questions raised.
The September meeting will consequently be watched closely for evidence that India and China are prepared to move from agreement in principle towards renewed formal hydrological-data arrangements.
For India, the objective remains straightforward: maintaining reliable information about major rivers entering the country from the Tibetan Plateau while ensuring that downstream interests are considered as upstream development continues.
