The partnership aims to combine Naval Group’s decades of expertise in naval defence systems with Nibe’s industrial capabilities to support the development of advanced maritime technologies in India.
Electronics and Information Technology Minister Ashwini Vaishnaw outlined the proposal during SEMICON India 2026, saying that the institute would be built around a five-level skilling model. The government wants the training framework to extend beyond conventional chip design and include systems engineering, precision manufacturing, semiconductor production and equipment-related skills.
The significance of the current expansion lies in the growing range of semiconductor activities being established within India. Earlier electronics manufacturing growth was concentrated largely around final-product assembly, while semiconductor activity itself was dominated by engineering and design services.
The first phase of India’s semiconductor programme concentrated heavily on establishing basic manufacturing capacity through fabs and semiconductor assembly, testing, marking and packaging projects. Semicon 2.0 expands this framework by giving greater policy attention to the supporting industries that a sustainable semiconductor manufacturing base requires.
LightSpeed Photonics has said that the initial facility will support its own research and development requirements before potentially expanding towards commercial-scale production.
The collaboration is particularly important because semiconductor packaging depends on a network of specialised precision components and materials that are often imported. By exploring local production and engineering support, the two companies are attempting to reduce this dependence while strengthening the industrial ecosystem around Tata Electronics’ Assam facility.
The partnership is aimed at building the physical and logistical infrastructure required to support reliable front-end semiconductor manufacturing in India, where the availability of specialised materials and safe chemical-handling systems will be as important as the fabrication equipment itself.
The keel laying ceremony was held on 18 September 2026 at Cochin Shipyard Limited, marking the formal beginning of a key phase in the construction of the new generation of heavily armed missile vessels being built for the Indian Navy.
The development is significant because the F414 is intended to power the Tejas Mk2, while progress on the separate F404-IN20 engine supply is directly affecting the pace at which HAL can deliver the Tejas Mk1A. Although both engines are supplied by GE Aerospace, they belong to two different fighter programmes and serve different operational requirements.
The agreement was signed on 16 September 2026 in Bengaluru by Rajnish Sharma, Director, Bengaluru Complex, BEL, and Shai Cohen, Senior Vice President, Elbit Systems. Senior officials from both companies were present, including representatives responsible for electronic warfare, international marketing and Elbit’s DIRCM business.
