The Central Consumer Protection Authority (CCPA) has intensified its crackdown on the unauthorised online listing, advertising and sale of regulated explosive substances, resulting in the removal of 3,940 seller and listing entries across seven digital platforms. The authority has also imposed penalties totalling ₹30 lakh in three cases involving the online sale and promotion of hazardous explosive materials.
The action, announced by the Ministry of Consumer Affairs, Food and Public Distribution on 19 October 2026, targets digital marketplaces facilitating access to substances such as ammonium nitrate, gunpowder, picric acid and pentaerythritol tetranitrate (PETN) without the regulatory safeguards required under Indian law.
The enforcement initiative seeks to strengthen national security, public safety and accountability across India’s expanding e-commerce sector.
Seven Online Platforms Face Regulatory Action
The CCPA initiated proceedings against IndiaMART, TradeIndia, Dial4Trade, Justdial, Sigma-Aldrich India, ExportersIndia and Ibuychemikals following concerns over the online availability of regulated explosive substances.
Following regulatory intervention, the platforms furnished details covering 3,940 sellers and listing entries associated with these materials. The identified listings have subsequently been removed.
IndiaMART accounted for the largest number, with 3,092 seller entries involving ammonium nitrate, gunpowder, PETN and picric acid. These included 2,700 entries associated with ammonium nitrate, 370 with picric acid and 22 with gunpowder or PETN.
ExportersIndia reported 421 seller entries, including 386 involving ammonium nitrate, 30 involving picric acid and five involving PETN.
Justdial accounted for 206 entries involving ammonium nitrate, while TradeIndia reported 166 sellers associated with 210 listing entries for picric acid and PETN. Dial4Trade reported 11 sellers involving ammonium nitrate.
Sigma-Aldrich India and Ibuychemikals were also examined. However, both companies sell their own products through their respective platforms rather than hosting third-party sellers.
The removal of these listings represents a significant enforcement measure against the unauthorised digital marketing of potentially dangerous materials.
CCPA Imposes ₹30 Lakh in Penalties
The CCPA has issued three final penalty orders involving Dial4Trade and ExportersIndia, with each order imposing a penalty of ₹10 lakh.
Dial4Trade Technologies Private Limited received a ₹10 lakh penalty for facilitating the online listing and sale of ammonium nitrate without the prescribed regulatory safeguards. The authority also directed the company to discontinue the listing and facilitation of sales involving ammonium nitrate and other regulated explosive substances.
Dial4Trade challenged the decision before the National Consumer Disputes Redressal Commission (NCDRC). However, following a hearing on 9 October 2026, the commission dismissed the company’s appeal.
The CCPA held that presenting regulated explosive substances for sale without appropriate disclosures and safeguards constituted misleading advertising and unfair trade practices under the Consumer Protection Act, 2019.
ExportersIndia, operated by Weblink. In Private Limited, received two separate penalties of ₹10 lakh each. The first concerned the online listing, hosting, advertising and facilitation of sales involving ammonium nitrate and PETN. The second concerned similar activities involving picric acid.
ExportersIndia has challenged both orders before the NCDRC, where the appeals are awaiting further proceedings.
Proceedings Continue Against IndiaMART and Justdial
Regulatory proceedings involving IndiaMART and Justdial are continuing.
In the IndiaMART case, the CCPA issued notices concerning online listings involving ammonium nitrate, PETN, gunpowder and picric acid. The Director General–Investigation has completed the investigation and shared the findings with the company.
IndiaMART has submitted its response and participated in hearings conducted under the Consumer Protection Act, 2019. The company has also approached the Delhi High Court through a writ petition challenging the CCPA’s show-cause notices.
Meanwhile, the investigation concerning Justdial’s online listings of ammonium nitrate has also been completed. The company has submitted its response to the investigation report.
The CCPA stated that Justdial had sought adjournments during four hearing opportunities. The authority has scheduled the next and final hearing for 23 October 2026.
Investigations involving TradeIndia, Sigma-Aldrich Chemicals Private Limited and Ibuychemikals are also continuing.
Mandatory Licensing and Buyer Verification Under Indian Law
The regulatory action draws upon the Consumer Protection Act, 2019, the Consumer Protection (E-Commerce) Rules, 2020, the Explosives Act, 1884, and the Ammonium Nitrate Rules, 2012.
These legal provisions regulate the sale, possession and handling of specified explosive substances to prevent unauthorised access and protect public safety.
Online platforms dealing with such materials are expected to ensure that sellers disclose valid licences issued under the applicable regulatory framework overseen by the Petroleum and Explosives Safety Organisation (PESO).
Platforms must also ensure appropriate verification of buyers’ identities and licensing status before facilitating regulated transactions.
The requirements recognise that substances used legitimately in industrial, scientific and commercial activities can create serious security risks when supplied outside authorised channels.
Earlier regulatory examinations also identified concerns surrounding inadequate seller verification, missing licensing disclosures and insufficient safeguards for online transactions involving hazardous materials.
Digital Marketplaces Must Strengthen Compliance
The CCPA’s intervention highlights the responsibility of online marketplaces to prevent their platforms from becoming channels for the unauthorised distribution of regulated substances.
The authority has emphasised that digital platforms must exercise due diligence when hosting advertisements or facilitating transactions involving hazardous products.
The issue extends beyond removing individual listings. Effective compliance requires verification procedures, appropriate product restrictions and mechanisms to prevent prohibited or unauthorised listings from reappearing.
The regulatory action also reinforces the principle that business-to-business marketplaces must comply with applicable consumer protection and public safety requirements.
As India’s digital commerce ecosystem continues to expand, stronger oversight of regulated products will help protect legitimate commercial activity while restricting access through unauthorised channels.
Citizens Can Report Online Explosive Sales Through Helpline 1915
The government has encouraged citizens to report suspected unauthorised online sales of explosive substances through the National Consumer Helpline at 1915.
Public reporting can help authorities identify potentially unlawful listings and initiate appropriate regulatory examination.
The removal of 3,940 seller and listing entries, together with financial penalties and continuing investigations, demonstrates India’s expanding enforcement efforts against unsafe digital trading practices.
By combining licensing requirements, regulatory investigations and consumer participation, the government aims to strengthen accountability across online marketplaces while supporting a safer and more responsible digital economy.
