Essar-backed Mesabi Metallics has announced an $18 billion investment to create a fully integrated steel business in the United States, combining its iron ore operations in Minnesota with a new large-scale steelmaking complex in Iowa. The project was announced at the White House on September 28, 2026, in the presence of US President Donald Trump, Mesabi Metallics Chairman Rewant Ruia and Iowa Governor Kim Reynolds.

The investment consists of a proposed $15 billion steel complex in Iowa and about $3 billion being invested in Mesabi Metallics’ iron ore mine and pelletising operation in Minnesota. Iowa Steel Complex to Reach About 10 Million Tonnes of Annual Capacity

Minnesota Mine Forms the Raw-Material Base

Instead of depending primarily on imported direct-reduction-grade iron ore, the Iowa plant is intended to receive pellets produced from Mesabi’s own Minnesota resources. This establishes a domestic raw-material connection between the mine and the future steel complex.

The Minnesota operation already has more than 1,500 construction workers on site and more than 200 full-time employees, according to Mesabi Metallics. Employment at the mine is expected to rise to about 350 permanent positions once the operation reaches full scale.

Hot DRI and Electric Arc Furnaces at the Centre of the Plant

The new Iowa steel plant is planned around direct reduced iron and electric arc furnace technology rather than a conventional integrated blast-furnace configuration.

Mesabi Metallics intends to produce hot direct reduced iron, or DRI, by removing oxygen from iron ore without melting it. The hot metallic iron can then be transferred directly into electric arc furnaces, reducing the energy required for the subsequent steelmaking stage.

The electric arc furnaces are expected to use a combination of freshly produced hot DRI and scrap steel. Essar This configuration can reduce energy consumption and emissions compared with traditional coal-intensive blast furnace routes while still allowing large-scale primary steel production.

The project therefore combines domestic iron ore with a steelmaking route increasingly being adopted by producers seeking greater energy efficiency and lower carbon intensity.

Fully Integrated Mine-to-Steel Supply Chain

One of the defining features of the Mesabi Metallics project is the connection between mining, pellet production, direct reduction and steelmaking.

Iron ore extracted in Minnesota will be processed into direct-reduction-grade pellets before being transported to Iowa. There, the material will enter the DRI and electric arc furnace production chain and ultimately be converted into finished steel.

Mesabi Metallics describes the project as a fully domestic American steel supply chain in which the raw material is mined, processed and transformed into steel within the United States.

This degree of vertical integration can provide greater control over raw-material quality, production planning and supply security. It also reduces dependence on imported iron units for electric arc furnace operations.

Thousands of Jobs Expected Across Iowa and Minnesota

Employment is another major component of the project.

The White House estimates that the Iowa steel complex will create about 1,750 permanent jobs and support up to 6,000 construction jobs. The company also estimates that construction and the first ten years of full operations could generate approximately $95 billion in total economic output across the United States.

The scale of the Iowa investment has prompted the state government to move quickly on its economic-development framework. Essar Expands its Industrial Footprint in the United States

Mesabi Metallics is backed by India’s Essar Group, giving the project an important India-US investment dimension.

Essar has decades of experience across steel, energy, infrastructure and mining. Its involvement in Mesabi Metallics provides the group with a route to establish a large integrated metals business in the United States while connecting Indian industrial capital and expertise with a major American manufacturing project.

Ravi Ruia, Vice Chairman and Founder of Essar Group, described the investment as a new chapter in Essar’s global expansion and linked the project with the wider development of India-US economic relations.

The investment is notable because it is centred on long-term physical industrial infrastructure rather than financial or technology-sector investment alone. Mining, pellet production and primary steelmaking require substantial capital commitments and operate over multi-decade project cycles.

A Major New Steelmaking Hub in the American Midwest

The Minnesota-Iowa configuration could create a new steelmaking corridor across the American Midwest.

Minnesota already possesses one of the United States’ most important iron ore regions, while the proposed Iowa plant would add large-scale DRI and electric arc furnace steelmaking capacity further south. Linking the two through an integrated supply chain allows Mesabi Metallics to combine mineral resources with modern processing and steel production.

The project also reflects a broader change in steel technology. Electric arc furnaces were traditionally associated heavily with recycled scrap, but the growing use of high-quality DRI allows EAF facilities to produce steel from freshly reduced iron while maintaining flexibility to use recycled metal.

For Mesabi Metallics, producing its own DR-grade pellets provides the upstream material required to support this production model.

$18 Billion Project Gives Essar a Major Role in US Steel Manufacturing

The Essar-backed Mesabi Metallics investment represents one of the largest overseas industrial commitments associated with an Indian business group and places Essar at the centre of a major expansion in US steelmaking capacity.

The $15 billion Iowa steel complex and approximately $3 billion Minnesota mining and pellet operation are designed as parts of a single integrated manufacturing system. With first-phase steel capacity planned at around 7.5 million tons annually and eventual production expected to reach approximately 10 million tons, the project would establish Mesabi Metallics as a large producer in the US steel industry.
