Indian defence company RRP Defense Limited has entered into an exclusive association with Israel-based ESC BAZ to introduce the company’s next-generation Diamond – Unique Observation System in India. Announced on 1 September 2026, the partnership is intended to create a new Indian capability in advanced electro-optical surveillance while progressively supporting local manufacturing, localisation and potential exports from India.
The collaboration brings together ESC BAZ’s experience in military electro-optical observation systems with RRP Defense’s manufacturing capabilities and access to the Indian defence and security market. Beyond supplying Diamond systems in India, the companies intend to explore opportunities in international markets, potentially creating an India-based manufacturing and commercial platform for advanced surveillance technologies.
Diamond Designed for Persistent Wide-Area Surveillance
Diamond is an advanced electro-optical observation system designed to provide persistent situational awareness across large areas. Unlike conventional surveillance cameras that may require an operator to continuously scan individual sectors, the system has been developed around wide-area observation and automated detection capabilities that can help security personnel identify activity across a broader field of view.
According to details released with the Indian partnership, Diamond provides an 80-degree field of view and imaging resolution of up to 4240 × 2832 pixels. The system is designed to provide high-quality imagery even in extremely low-light or dark conditions, allowing surveillance to continue around the clock.
Artificial intelligence is integrated into the surveillance architecture to assist with detection and analytics. Rather than relying entirely on human operators to continuously watch multiple video feeds, AI-supported processing can highlight movements or activities requiring closer examination, potentially reducing reaction times and operator workload.
Such capabilities are increasingly important for border surveillance, military-base protection and critical-infrastructure security, where monitoring large areas continuously can require significant manpower.
Fixed and Tactical Deployment
One of Diamond’s notable characteristics is its deployment flexibility. According to information released by the companies, the system can be configured for both fixed and tactical surveillance roles.
Diamond can be installed on permanent observation towers and masts for persistent monitoring of borders, military installations and sensitive facilities. It can also support rapidly repositionable deployments where surveillance equipment needs to be moved as operational requirements change.
Potential applications identified for the system include border security, defence installations, critical infrastructure, perimeter protection and tactical surveillance.
For India, such a system could potentially complement existing combinations of thermal imagers, battlefield surveillance radars, electro-optical sensors, unattended ground sensors and command-and-control networks. Whether Diamond is eventually integrated with specific Indian military surveillance networks will depend on future customer requirements and procurement decisions.
From Cameras to AI-Assisted Situational Awareness
Modern military surveillance is increasingly moving beyond individual cameras and sensors towards integrated situational-awareness systems.
A conventional observation system produces imagery that an operator must interpret. Advanced surveillance platforms increasingly combine high-resolution imaging, thermal or low-light sensors, automated detection algorithms and command-and-control software to identify activity and present relevant information to operators.
Diamond fits into this broader transition.
ESC BAZ describes the platform as a wide-area situational-awareness solution featuring what it calls “staring” observation capability. The company has previously stated that dozens of Diamond systems have been supplied to a strategic customer and subsequently deployed in operational sectors.
The operational concept is particularly useful for sensitive borders and protected installations, where surveillance systems must maintain continuous observation rather than periodically scanning an area.
ESC BAZ Brings Established Surveillance Experience
ESC BAZ is an Israeli developer of electro-optical surveillance and observation systems serving military, homeland-security and infrastructure-protection applications.
The company says its surveillance equipment has accumulated more than 1,000 installations worldwide, with customers including branches of the Israeli military, police and security organisations. Its projects have included border management, harbour protection, pipeline security and other perimeter-surveillance applications.
Its broader product portfolio includes thermal and daylight cameras, pan-and-tilt positioning systems, integrated radar-electro-optical surveillance systems and command-and-control solutions.
For example, ESC BAZ’s MODOS architecture combines motion-detection radar with electro-optical surveillance equipment so that when radar detects an intrusion, the camera can automatically turn towards the detected target. Such sensor-to-sensor integration illustrates the wider technological ecosystem within which Diamond could eventually operate.
RRP Defense Expanding Its Electro-Optical Business
For RRP Defense, the agreement represents an expansion of an existing push into electro-optics, unmanned systems and advanced surveillance.
The company describes electro-optics as one of its core technology areas, alongside unmanned systems and international defence collaborations. Its activities include thermal imaging, night-vision and surveillance technologies as well as tactical drones and AI-enabled payloads.
The Diamond partnership therefore does not represent an isolated product addition. It potentially allows RRP Defense to build a broader business around advanced observation systems by combining imported technology and expertise with progressively greater Indian manufacturing involvement.
The company has described the arrangement as an opportunity to establish a first-mover position in a specialised segment of AI-enabled observation technology.
Local Manufacturing Is the Longer-Term Objective
An important element of the agreement is RRP Defense’s stated intention to move beyond simply importing completed surveillance systems.
The companies say their objective is to create a platform capable of progressively supporting manufacturing, localisation, deployment and international market expansion from India.
This wording is significant.
The announcement does not establish that Diamond is already fully manufactured in India, nor does it specify an indigenous-content percentage or provide a timetable for complete technology transfer. Manufacturing and localisation should therefore be regarded as objectives that are expected to develop as the partnership progresses.
If successfully implemented, however, localisation could eventually include assembly, manufacturing of selected components, system integration, software customisation, maintenance and lifecycle support.
Indian production would also make it easier to modify surveillance systems for domestic operational requirements while potentially creating an export base for customers in other countries.
Growing Indian EO/IR Market
The partnership is also aimed at a rapidly expanding market.
RRP Defense cites the global military electro-optical and infrared, or EO/IR, market at approximately $11.1 billion in 2025, while estimating the corresponding opportunity in India at approximately $580 million.
Demand is being driven by the growing requirement for persistent surveillance around borders, military bases, airfields, naval facilities, ammunition depots and critical infrastructure.
The spread of drones and increasingly sophisticated infiltration techniques has also created demand for surveillance systems capable of automatically detecting and classifying unusual activity rather than depending exclusively on human observation.
RRP Defense estimates that Diamond and technologies associated with it could represent approximately 30% of the potential revenue opportunity within the new business segment it is developing around intelligent surveillance. This should not be interpreted as a projection that Diamond will generate 30% of RRP Defense’s overall corporate revenue.
Potential Applications Along India’s Borders
India’s geography presents a particularly demanding surveillance environment. Security forces operate across high-altitude Himalayan terrain, deserts, forests, riverine areas and long stretches of international border.
Traditional observation posts remain important, but persistent electro-optical surveillance can extend the area that each position can monitor while allowing imagery to be shared with command centres.
Wide-area systems equipped with automated detection could be particularly useful around vulnerable stretches of border, forward military installations and strategically important infrastructure.
The same technology could also be relevant for airbases, ammunition facilities, naval installations, power stations, pipelines and other sensitive facilities requiring continuous perimeter monitoring.
However, the Diamond announcement does not yet represent an Indian armed-forces procurement order. No contract with the Army, Navy, Air Force, Border Security Force or another Indian security organisation was announced with the partnership.
Building an Indian Intelligent-Surveillance Ecosystem
The larger significance of the RRP Defense–ESC BAZ partnership lies in the direction of India’s defence-electronics industry.
Indian companies are increasingly attempting to move from manufacturing individual cameras, thermal imagers and sensors towards building integrated systems combining electro-optics, artificial intelligence, radar, unmanned platforms and command-and-control networks.
The Ministry of Defence’s iDEX ecosystem itself identifies surveillance systems, AI and machine learning, electro-optical systems, thermal imaging, sensors, radar and autonomous systems as major technology domains for indigenous defence innovation.
Surveillance is therefore becoming as much a software and data-processing challenge as an optics problem. Future systems will increasingly need to detect objects automatically, correlate information from multiple sensors and send operators only the information requiring attention.
Diamond gives RRP Defense an opportunity to participate in this transition.
From Technology Partnership to Indian Production
The partnership also illustrates a broader shift within India’s private defence sector. Companies that once concentrated primarily on manufacturing hardware are increasingly pursuing AI-enabled sensors, autonomous platforms and integrated surveillance architectures, areas expected to become central to future military operations.
For RRP Defense, Diamond provides an entry into that specialised market. For India, the more important long-term test will be how much of the technology, manufacturing, integration and future development capability ultimately moves into the domestic industrial base.
