PANAJI: The Indian Navy is in the process of preparing a colour coded zoning map (CCZM) for Goa International Airport, which will determine the height restrictions for commercial and residential buildings that come up within 20km around the naval airbase at Dabolim.
Irrespective of the South Goa district collector withdrawing a contentious circular, as per a notification published by the Union ministry of civil aviation, the Indian Navy’s approval is still required for construction in the airport’s vicinity.
“Government of India regulations stipulate seeking of NOC for civil constructions with 20km of the airport and headquarters Goa Naval Area shall continue to expeditiously process all such applications received,” a senior naval official said, adding that no rules were formulated specifically for Goa.
Explaining to STOI why the rules were notified, a naval official said that height restrictions were required to ensure safety of aircraft.
“Goa Airport, being a dual use airport, under the jurisdiction of flag officer commanding Goa naval area, all NOCs pertaining to Goa airport need to be sought from headquarters Goa naval area,” the official said.
Town and country planning minister Vijai Sardesai had objected to a circular issued by the South Goa district collector Tariq Thomas on this issue. In response to Sardesai’s objections, revenue minister Rohan Khaunte had withdrawn the circular.
The Navy has begun the process to prepare the CCZM, which is an interactive tool indicating various demarcated areas within 20km from the runway and the top elevation permitted for any construction within those areas.
The tool will aid Goa’s civil administration in deciding whether an NOC needs to be sought for a particular application depending on its geographical location.
“Indian Navy is in the process of making a CCZM for Goa airport, which is a time-consuming process,” the naval official said. “It is to be noted that out of the 92 airports operated by Airport Authority of India (AAI), CCZMs have been promulgated for only 42 airports.”
The Navy also made it clear that they had no role to play in land conversion or change of zone.
