India’s expanding use of disposable sanitary pads has created a waste stream that is difficult to collect, unpleasant to handle and technically challenging to recycle. Conventional sanitary pads combine cellulose fibres, plastics, adhesives and superabsorbent polymers, while used products also contain biological contamination. As a result, much of this waste is either sent to landfills or destroyed through burning and incineration rather than being recovered as useful material.
Pune-based PadCare Labs is attempting to change that model by treating used sanitary pads as a source of recoverable materials rather than as waste that must simply be destroyed. Founded in 2018 by mechanical engineer and sanitation entrepreneur Ajinkya Dhariya, the company has developed an integrated system covering disposal, collection, transport, disinfection, processing and material recovery. Its central technology separates used sanitary products into reusable cellulose and plastic that can return to productive applications.
The significance of the technology lies in addressing two problems simultaneously. PadCare is developing an Indian circular-economy process for a difficult waste category while also reducing the need for sanitation workers to manually handle used menstrual products.
A Waste Stream That Conventional Recycling Avoids
Disposable sanitary pads are considerably more complicated to recycle than ordinary paper or plastic waste. A single product contains several materials engineered to remain firmly bonded while absorbing and retaining fluid. Once used, biological contamination adds another layer of difficulty.
This combination means that conventional municipal recycling systems cannot simply place sanitary pads alongside paper or plastics. The material must first be collected separately, sanitised and broken into its constituent components before any useful resource can be recovered.
India generates billions of used sanitary pads annually. The Seoul Design Award’s 2025 profile of PadCare estimated that more than 12 billion pads are discarded in India each year, with large quantities ultimately entering landfills or being burned.
PadCare’s approach begins by recognising sanitary waste as its own specialised recycling category.
Collection Begins Inside the Washroom
The first part of the PadCare system is not the recycling machine but the collection infrastructure.
PadCare installs dedicated feminine-hygiene disposal units in washrooms so that used pads can be segregated immediately rather than mixed with general municipal waste. The company provides systems for workplaces, schools, residential developments and community programmes.
Source segregation is particularly important because once sanitary products become mixed with food waste, paper, packaging and other municipal refuse, both safe handling and material recovery become considerably more difficult.
The dedicated collection system also addresses another problem that is often invisible to the end user. Poorly segregated sanitary waste may have to be manually handled later by housekeeping personnel or waste workers. PadCare says its collection model is designed to prevent such direct handling by ensuring that used products enter a controlled waste stream from the point of disposal.
The bins are therefore part of the recycling technology rather than merely containers placed beside it.
PadCare’s 5D Recycling Process
At the centre of the system is PadCare’s proprietary 5D chemo-mechanical recycling technology. Government and industry technology compendiums describe the process as converting used sanitary napkins into recoverable plastic and cellulose rather than destroying the material.
The process combines several treatment stages intended to disintegrate the sanitary products, disinfect biological contamination, deactivate absorbent materials, remove odour and colour, and separate the constituent materials.
Different descriptions of the technology use slightly different ordering of the five stages, but the core functions involve disintegration, disinfection, deactivation, deodorisation and decolourisation. The objective is to transform an unpleasant and contaminated mixed-material product into sanitised material fractions that can re-enter manufacturing streams.
PadCare calls its central processing platform PadCareX. Used pads collected from dedicated bins are transported to the processing facility, where the chemo-mechanical system treats and separates the material.
Unlike disposal systems that simply burn sanitary waste, the central idea is material recovery.
Recovering Cellulose Instead of Burning It
A substantial portion of a sanitary pad consists of absorbent cellulose material. Once separated, cleaned and processed, this fraction can potentially become a secondary raw material rather than being permanently lost.
PadCare and independent profiles of its technology describe applications for recovered cellulose in products such as paper, packaging, textiles and other fibre-based materials.
This is significant from a circular-manufacturing perspective. Cellulose originally processed into an absorbent hygiene product has already consumed energy, water, transport and industrial processing. Incinerating the entire pad destroys that embedded material value after a single use.
Recovering the fibre creates the possibility of extending its useful life through another manufacturing cycle.
The precise quality requirements will naturally depend upon the end application, and recycled cellulose from sanitary products will not replace virgin fibre in every product category. The importance of PadCare’s technology is that it creates a recoverable industrial fraction from material that was previously treated almost entirely as disposable waste.
Recovering the Plastic Fraction
Sanitary pads also contain multiple plastic components used for barriers, coverings and structural layers.
PadCare’s process separates a plastic fraction alongside the cellulose. The recovered plastic can subsequently be converted into secondary materials for applications such as plastic products, packaging-related uses and other manufactured goods. Earlier government profiles of the company have cited products including plant pots and construction-related materials as potential destinations for recovered material.
The important technological shift is therefore from sanitary pad to waste towards sanitary pad to raw-material fractions.
This is a more demanding approach than incineration because the machine must not merely render the product harmless. It must also preserve and separate enough of the constituent material to make recovery worthwhile.
A Smokeless Alternative to Routine Destruction
One of PadCare’s key claims is that its processing route avoids the hazardous smoke associated with uncontrolled burning of sanitary products. A 2026 solid-waste technology compendium describes the company’s system as a proprietary chemo-mechanical process and states that PadCare’s processing does not produce hazardous smoke or water pollution. The same compendium lists the technology as commercially deployed and at Technology Readiness Level 9.
This does not mean every form of controlled sanitary-waste incineration is equivalent to open burning, but recycling offers an additional advantage that destruction technologies cannot provide. Properly functioning incineration can reduce the physical waste volume, while recycling attempts to retain part of the material value.
For a country trying to reduce landfill dependence while also improving resource efficiency, that distinction is important.
Building an End-to-End Sanitation System
PadCare’s business is broader than selling a recycling machine. The company has been developing an end-to-end service model connecting the washroom with the recycling facility.
This includes collection bins, sanitary-product vending equipment, scheduled waste collection, transportation, processing and impact reporting. The company works across commercial establishments, residential communities and CSR-supported community programmes.
This integrated model addresses one of the main difficulties in specialised recycling: a processing plant is useful only if enough correctly segregated material reaches it.
India has seen numerous recycling technologies struggle because collection networks remain fragmented. PadCare’s attempt to control both collection and processing is therefore as important as the machine itself.
Protecting Waste Workers
The social significance of the system extends beyond menstrual hygiene.
Used sanitary products that enter mixed municipal waste can expose cleaners, waste pickers and sanitation workers to material that should ideally never require direct manual handling. PadCare’s dedicated bins and organised collection model are intended to reduce that exposure.
The company’s CSR programmes specifically emphasise source segregation and avoiding manual collection of used pads by sanitation workers.
This means the technology addresses the waste stream from both ends. For menstruators, it provides a defined disposal mechanism inside the washroom. For workers farther down the waste chain, it attempts to ensure that the same material arrives contained, segregated and suitable for controlled processing.
That makes the innovation simultaneously a recycling technology, sanitation system and occupational-hygiene intervention.
Moving Beyond the Prototype Stage
PadCare is no longer presented simply as a laboratory-scale idea. A recent solid-waste technology compendium describes its technology as deployed and commercially ready, with multiple patents associated with the process and supporting equipment.
The company’s own current website says it is recycling approximately 240 lakh sanitary pads a year, or about 24 million pads, while estimating that this still represents only a small fraction of India’s overall sanitary-pad waste stream. That figure should be understood as company-reported operating scale rather than an independently audited national statistic.
The same gap between current processing and India’s enormous waste generation illustrates both the opportunity and the challenge. A technology capable of processing sanitary waste is only one part of the solution; collection density, transport economics, facility capacity and institutional participation will determine whether the model can expand far enough to influence national waste volumes.
Scaling a Difficult Recycling Business
Sanitary-waste recycling presents particularly demanding economics because the raw material has low intrinsic value while requiring controlled collection and treatment.
A recycler must install bins, organise pickups, transport relatively lightweight waste, maintain hygiene standards, operate specialised equipment and then find markets for the recovered cellulose and plastic. The value of the recovered raw materials alone may therefore not always pay for the complete service.
PadCare’s model accordingly combines recycling with waste-management services supplied to businesses, institutions, residential communities and CSR programmes.
This is an important distinction when evaluating the technology commercially. The strongest opportunity may not be to make large profits from recovered cellulose itself, but to build a sanitation service in which recycling creates environmental and material value alongside the waste-management fee.
Indian Engineering for an Indian Sanitation Problem
PadCare represents a distinctive type of Make in India innovation because it is not attempting to reproduce a high-value imported machine already common in global markets. It is engineering around a problem whose economics, infrastructure and social context are especially relevant to India.
The company was founded in Pune in 2018 after Ajinkya Dhariya began investigating the environmental problem created by discarded sanitary products. PadCare’s technology has subsequently progressed through Indian startup, biotechnology, sanitation and waste-management programmes and has received recognition from government and industry organisations.
The engineering challenge combines mechanical processing, material separation, hygiene management, logistics and product design. Building these capabilities domestically develops expertise that can potentially be applied to other absorbent hygiene products and difficult mixed-material waste streams.
The value therefore lies not simply in one recycling machine but in developing an Indian technology base for specialised waste processing.
From Linear Consumption to Circular Sanitation
Disposable sanitary pads illustrate the conventional linear manufacturing model very clearly. Raw materials are processed into a product, the product is used once and the entire material assembly is then discarded.
PadCare is attempting to insert another stage into that chain.
The pad is collected separately after use, sanitised and mechanically processed. Cellulose and plastic are separated, recovered and redirected towards new products. The recycling loop is not perfect because not every constituent necessarily returns to an equivalent high-value application, but it represents a substantial departure from burning or burying the complete product.
As Indian cities generate increasing quantities of complex consumer waste, this ability to design recycling systems around specific product categories will become increasingly important.
The Make in India Opportunity
PadCare Labs demonstrates how Make in India can extend beyond large factories, electronics and heavy engineering into environmental infrastructure.
An indigenous company has identified a difficult sanitation problem, developed specialised processing equipment, integrated it with collection hardware and created pathways for recovered materials to return to manufacturing. The technology addresses public hygiene, worker safety, waste reduction and material recovery through the same system.
The next challenge is scale. India’s sanitary-pad waste stream is enormous, and even tens of millions of pads recycled annually represent only a fraction of the total. Expanding the model will require more collection points, processing capacity, efficient logistics and reliable industrial customers for the recovered cellulose and plastic.
If those pieces can be expanded economically, PadCare’s larger contribution could be the demonstration that even one of India’s most difficult disposable products does not necessarily have to end its life in a landfill or an incinerator.
It can become a source of raw material again.
