India and Russia Explore Deeper Cooperation in Trade, Science and Technology During Parliamentary Talks

Economic cooperation formed an important part of the discussions, with Vice-President Radhakrishnan expressing confidence that India and Russia could achieve their target of $100 billion in annual bilateral trade by 2030.

New Delhi, October 27, 2026: India and Russia have reaffirmed their commitment to strengthening bilateral cooperation in trade, science, technology, industrial development and parliamentary exchanges during high-level discussions between Vice-President C. P. Radhakrishnan and Russian State Duma Chairman Vyacheslav Volodin in New Delhi on October 27, 2026.

The meeting, attended by members of the visiting Russian parliamentary delegation, focused on expanding the India–Russia Special and Privileged Strategic Partnership through closer institutional engagement, economic cooperation and technological collaboration. Both sides discussed opportunities to strengthen parliamentary dialogue while exploring new areas of cooperation between businesses, scientific institutions and regional administrations.

Vice-President Radhakrishnan, who also serves as Chairman of the Rajya Sabha, emphasised the importance of regular parliamentary exchanges in maintaining the longstanding relationship between the two countries. The discussions also addressed counterterrorism cooperation, cultural engagement and preparations to commemorate 80 years of diplomatic relations between India and Russia in 2027.

India and Russia Reaffirm $100 Billion Bilateral Trade Target

Economic cooperation formed an important part of the discussions, with Vice-President Radhakrishnan expressing confidence that India and Russia could achieve their target of $100 billion in annual bilateral trade by 2030.

The target reflects the two countries’ ambition to deepen economic engagement beyond their established cooperation in energy and defence. Both sides have been exploring opportunities to increase commercial exchanges, strengthen industrial partnerships and encourage greater business participation across different sectors.

India and Russia have identified trade diversification as an important priority, particularly in areas involving pharmaceuticals, engineering goods, agricultural products, machinery and industrial technologies. Expanding these relationships could help Indian companies develop stronger commercial links with Russian industries while creating opportunities for joint ventures and investment.

The meeting also highlighted the importance of strengthening economic connections between Indian states and Russian regions. Such engagement could encourage cooperation between industrial clusters, manufacturing enterprises, research institutions and regional business organisations.

Science and Technology Identified as Important Areas of Cooperation

Scientific and technological cooperation emerged as another important subject during the discussions between Radhakrishnan and Volodin.

India and Russia maintain an established relationship in scientific research, space technology, nuclear energy, defence engineering and industrial development. Both countries have developed substantial technical capabilities, creating opportunities to expand collaboration in emerging technologies and specialised industrial applications.

Closer engagement between scientific institutions, universities and technology enterprises could contribute to collaborative research, industrial innovation and the development of advanced manufacturing capabilities.

The discussions also reflected the growing importance of translating scientific cooperation into practical industrial partnerships. Such collaboration could help strengthen technological capabilities, encourage knowledge exchange and support the development of new commercial opportunities.

However, the October 27 meeting did not announce a separate technology-transfer agreement, joint research project or industrial manufacturing contract. The discussions identified areas for continued cooperation rather than confirming specific new projects.

Parliamentary Diplomacy to Strengthen Strategic Partnership

The two sides emphasised the importance of parliamentary engagement as an instrument for strengthening bilateral relations and maintaining dialogue on matters of shared interest.

India and Russia have maintained diplomatic relations since April 1947, developing a broad partnership encompassing defence, energy, trade, science, education and international cooperation.

The forthcoming 80th anniversary of diplomatic relations in 2027 provides an opportunity to review the historical development of the partnership and identify priorities for future engagement.

During the meeting, both sides also discussed cooperation against terrorism and the importance of maintaining institutional exchanges between their respective legislatures.

Parliamentary interactions provide an additional channel for dialogue alongside government-to-government engagements, allowing representatives from both countries to exchange perspectives on economic development, international affairs and legislative cooperation.

The meeting between Vice-President Radhakrishnan and State Duma Chairman Volodin therefore reflects the continuing efforts of India and Russia to broaden their longstanding strategic partnership.

By placing greater emphasis on trade diversification, scientific collaboration, technological development and regional economic partnerships, both countries are seeking to strengthen cooperation in areas extending beyond traditional defence and energy relationships.

The October 27 discussions represent another step towards expanding the institutional and economic foundations of India–Russia relations as the two countries approach eight decades of diplomatic engagement.
