HCLTech has announced plans to establish its first dedicated artificial intelligence data centre in Odisha in partnership with Indian AI company Sarvam and the state government. The proposed facility will be developed at the upcoming Odisha Sovereign AI Park with a total capital outlay of ₹14,257 crore, equivalent to approximately US$1.48 billion. The project value includes financial assistance from the Odisha government.
The investment represents one of India’s largest proposed AI infrastructure projects and is intended to create domestic computing capacity for training, deploying and operating advanced artificial intelligence models. Such infrastructure is increasingly important as governments and businesses seek secure computing systems that keep sensitive data and AI workloads within India.
The project builds on an agreement signed between Odisha and Sarvam in February 2026 to establish a sovereign AI capacity hub in the state. Sarvam had outlined plans for a 50-megawatt AI-optimised facility that could function both as an AI public utility for Odisha and as part of a wider national computing network.
The proposed infrastructure could support applications in mining, heavy industries, public administration and workforce development. Sarvam has identified potential uses such as computer-vision systems for industrial safety and compliance, along with Odia-to-English voice technologies that could improve digital access and employment training. The facility is also expected to offer production-scale computing resources to government platforms, enterprises and other states.
For HCLTech, the Odisha project forms part of a broader move into full-stack AI services. The company recently announced an investment of up to ₹3,500 crore in AI data centres capable of scaling to 50 MW. Its strategy combines computing infrastructure with AI data-centre design, cloud operations, software platforms, managed services and enterprise applications.
HCLTech’s relationship with Sarvam has also expanded through its participation as a strategic investor in the Bengaluru-based company. Sarvam raised US$234 million in the first close of a planned US$300-million funding round, with the capital intended to support frontier-model research, large-scale computing access and AI applications for enterprises and governments.
The collaboration is expected to combine HCLTech’s enterprise technology and data-centre expertise with Sarvam’s Indian-language models, training systems and sovereign AI platform. It could give Odisha a central role in India’s emerging AI infrastructure network while supporting national goals related to data sovereignty, domestic computing capacity and technological self-reliance.
The initial announcement has yet to provide the project’s construction schedule, precise location within the proposed park, capacity-development phases or a detailed division of expenditure among the partners. These details are expected to emerge as the project moves through approvals and implementation.
