According to the Ministry of External Affairs, Secretary (West) Sibi George co-chaired the consultations with Azerbaijan’s Deputy Foreign Minister Elnur Mammadov. The two sides reviewed the current state of bilateral ties and exchanged views on regional and global issues of shared interest.
The Indian delegation was led by Amitabh Prasad, Joint Secretary in the Ministry of Defence, and included senior representatives from the Ministry of Defence, the Indian Armed Forces and the Indian Coast Guard. India’s High Commissioner to Mozambique, Robert Shetkintong, and the Defence Attaché also participated in the meeting. The Mozambican side was led by Casimiro Augusto Muieo, Permanent Secretary for Defence.
According to the report, Manturov is scheduled to hold talks with External Affairs Minister S. Jaishankar and is also expected to meet National Security Adviser Ajit Doval and Finance Minister Nirmala Sitharaman. His role is especially significant because he co-chairs the annual India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation, one of the key institutional mechanisms overseeing bilateral cooperation.
According to the Ministry of External Affairs, the shipment reflects India’s continuing role as a dependable development partner and a credible Humanitarian Assistance and Disaster Relief actor for countries of the Global South. The official statement, conveyed by MEA spokesperson Randhir Jaiswal on social media, framed the assistance as part of India’s broader commitment to responsive and need-based international support.

The shipment was arranged following a telephone conversation between Prime Minister Narendra Modi and Sri Lankan President Anura Kumara Dissanayake on March 24, underlining the continuing importance of India’s neighbourhood outreach during periods of crisis.
According to the Ministry of External Affairs, the discussions covered political engagement, high-level exchanges, trade and economic cooperation, capacity building, cultural ties, and broader people-to-people relations. The meeting reflected a shared effort by both countries to build stronger institutional engagement and widen the scope of partnership in areas of mutual interest.
The latest round of consultations provided an opportunity for both countries to comprehensively review cooperation in areas such as trade and economic relations, defence, science and technology, fintech, agriculture, culture, and broader people-to-people exchanges.
