Indian defence-electronics company Avantel Limited has secured a ₹117.88-crore contract from the Defence Research and Development Organisation (DRDO) for the development, installation and commissioning of a Ground Segment Hub for voice and data communication, strengthening the company’s position in India’s indigenous strategic communications ecosystem.
Avantel disclosed the contract to the stock exchanges on 29 August 2026 under Regulation 30 of the SEBI Listing Obligations and Disclosure Requirements. The order has been awarded by DRDO under the Ministry of Defence and is classified as a domestic contract. Its total value of ₹117.88 crore includes applicable taxes.
Under the terms disclosed by the company, the project is to be completed by February 2029 and will be followed by a 36-month warranty period. Avantel’s responsibility extends across development, installation and commissioning, indicating that the programme involves delivery of an operational communications infrastructure rather than merely the supply of individual electronic components.
Building the Ground Infrastructure Behind Communications Networks
A ground segment forms the terrestrial part of a satellite or space-enabled communications architecture. Depending upon the application, such infrastructure can incorporate antennas, radio-frequency equipment, gateways, networking hardware, control systems, data-processing equipment, monitoring software and the communications links connecting these elements.
ISRO describes a satellite ground segment as an integrated combination of ground stations, communication networks, control centres, computers, data networks and associated infrastructure. Ground stations can receive information transmitted from spacecraft while terrestrial networks subsequently distribute information between ground stations and control or processing centres.
A hub generally performs a central role within such an architecture, coordinating communication between satellite or radio links and terrestrial users or networks. In a voice-and-data environment, this can involve managing network connections, routing information and providing the terrestrial infrastructure through which geographically dispersed terminals communicate.
The exact architecture of the DRDO system being developed by Avantel has, however, not been publicly disclosed. Neither the stock-exchange filing nor the information released with the contract identifies the satellite system involved, operating frequency bands, deployment locations, intended service branch or specific operational platforms. The contract should therefore not be linked to a particular Indian military satellite or classified communication network without further official disclosure.
Avantel Has Built a Specialisation in Defence SATCOM
The order aligns closely with Avantel’s established technological specialisation.
The Hyderabad-headquartered company has worked in strategic electronics for more than three decades and describes its principal capabilities as wireless and satellite systems, RF system design, embedded systems and signal processing, network-management software and communications engineering. It develops systems intended for ships, submarines, aircraft, helicopters and terrestrial applications.
Satellite communication has emerged as one of Avantel’s most important areas.
The company says it has developed customised solutions for GSAT-based Mobile Satellite Services, including communications equipment operating in the S-band and UHF band. Its systems are designed to facilitate full-duplex voice and data connectivity between combinations of ships, aircraft and shore-based facilities. Avantel has also said that it is working on solutions in the X and Ku frequency bands.
This technological base is directly relevant to the latest DRDO programme because a ground-segment hub requires competence across several disciplines simultaneously—from RF and satellite communications to digital signal processing, networking, embedded electronics and network-management software.
Indigenous Mobile Satellite Network for the Indian Navy
Avantel’s previous work also provides important context for its ability to undertake larger communications-infrastructure programmes.
The company states that it established a Mobile Satellite Services network for the Indian Navy designed to provide secure, real-time and long-range voice and data communications between ships, submarines, aircraft and other platforms. According to Avantel, the network incorporates indigenously designed and developed earth-station electronics as well as platform equipment.
Avantel says the system provides communications extending to around 1,000 nautical miles from shore, while associated platform terminals have been developed for specialised maritime and airborne environments. Its network-management and application software were also developed internally.
The company additionally developed an Indian Navy UHF SATCOM network combining satellite communication and line-of-sight terminals aboard ships, together with satellite-only terminals for airborne applications. Avantel states that this infrastructure supports beyond-line-of-sight operations at sea and that both the hub electronics and user terminals were indigenously designed and developed.
These programmes demonstrate that Avantel’s experience extends beyond standalone radios to complete network architectures incorporating hubs, terminals, software and platform integration.
From Radios to Network-Centric Defence Systems
Modern military operations increasingly require a communications architecture capable of moving information across widely dispersed forces.
Aircraft, ships, submarines, unmanned systems, command centres and forward-deployed units increasingly operate as parts of interconnected networks rather than as isolated platforms. Secure voice remains essential, but data connectivity has become equally important because modern operations depend on the movement of sensor information, situational-awareness data, imagery, coordinates, command instructions and other digital information.
Satellite communication becomes especially important when units move beyond the range of conventional terrestrial or line-of-sight radio networks. It can extend connectivity across large maritime areas, remote land regions and long-distance operational theatres.
The importance of the ground segment is therefore sometimes less visible than the satellite itself but no less fundamental. A communications satellite cannot independently provide an operational network. Ground infrastructure must establish links, manage terminals, route traffic, control network resources and integrate space-based connectivity with terrestrial command-and-control systems.
ISRO similarly describes ground infrastructure as an integrated system bringing together ground stations, control centres, communications networks and data-processing facilities. It also operates hub and gateway infrastructure supporting satellite communications applications.
Growing Capability in Ground-Segment Infrastructure
Avantel has also been expanding beyond military communications equipment into broader satellite ground infrastructure.
The company has received authorisation from the Indian National Space Promotion and Authorisation Centre — IN-SPACe — to establish and operate multiple satellite ground stations. According to Avantel, these will include fixed and transportable stations supporting telemetry, tracking and command functions, payload-data reception and ranging operations.
Avantel is separately developing a Ground Segment as a Service facility, incorporating an antenna farm capable of supporting multiple frequency bands including VHF, UHF, S, C, X and Ka bands. The proposed facility is intended to combine antenna infrastructure, data acquisition and high-speed network connectivity to support satellite operators.
Although this commercial ground-segment initiative should not be assumed to form part of the newly awarded DRDO contract, it demonstrates how Avantel is building expertise across both ends of the satellite communications architecture: specialised terminals on one side and increasingly sophisticated terrestrial ground infrastructure on the other.
Five iDEX SATCOM Projects Add to Defence Portfolio
Avantel has also been developing several satellite communications technologies through the Ministry of Defence’s Innovations for Defence Excellence programme.
During its 2025 annual general meeting, the company said it had taken up five iDEX projects, all associated with satellite communications. These included a geostationary-satellite-based satellite phone, a satellite-based convoy-management solution and a satellite video receiver for the Indian Army.
The remaining projects addressed Indian Navy requirements involving communications on the move for terrestrial and airborne platforms. The company said development work was progressing across the projects, with trials already underway for some systems.
Taken together with the new DRDO order, these programmes demonstrate the emergence of an Indian private-sector ecosystem capable of undertaking increasingly specialised military communications development rather than simply manufacturing equipment against established designs.
Software-Defined Radio and HF Communications
Avantel’s defence communications portfolio extends beyond SATCOM.
The company has developed an indigenous HF Software Defined Radio covering 1.5 MHz to 30 MHz, based on Software Communication Architecture principles. Software-defined radios allow communication capabilities and waveforms traditionally implemented primarily through hardware to be increasingly managed through programmable software.
Avantel also manufactures high-power HF communication equipment, including 1-kW and 5-kW systems for static and shipborne applications. These systems incorporate technologies including automatic link establishment, frequency hopping and interfaces for digital voice encryption.
Its broader product portfolio includes work in radar electronics, embedded systems, digital signal processing and network-management systems, giving the company a technological base that crosses several elements of modern C4ISR infrastructure.
Indigenous Defence Electronics Ecosystem Expands
The ₹117.88-crore Ground Segment Hub contract is significant beyond Avantel itself because sophisticated communications electronics have historically been among the areas in which defence forces worldwide depend heavily on specialised imported technology.
India’s defence indigenisation effort has increasingly moved from manufacturing mechanical structures and conventional weapons toward more complex areas such as radar, electronic warfare, secure communications, software-defined radio, electro-optics, satellite terminals and command-and-control electronics.
Within this transition, companies specialising in RF electronics, embedded computing and communications software have become increasingly important.
Avantel says its defence products are developed either as indigenous solutions or import substitutes. Its quality and regulatory infrastructure includes AS9100D and ISO certifications, CEMILAC approval for the design and development of airborne products and software, a government industrial licence covering electronic warfare, radar and SATCOM systems, and a DSIR-recognised in-house research and development facility.
Development Runs Through February 2029
The comparatively long execution period associated with the DRDO contract is also noteworthy.
Development, integration and commissioning of a communications hub can require much more than manufacturing hardware. Such programmes may include design engineering, RF integration, software development, network management, interoperability testing, environmental qualification, site installation, system integration and eventual acceptance testing.
Avantel’s disclosed deadline of February 2029, followed by a three-year warranty, consequently points to a programme with a substantial lifecycle extending beyond the initial development phase.
The company has not disclosed the project’s intermediate milestones or number of sites involved.
Strengthening India’s Control Over Critical Communications Technology
Secure communications infrastructure occupies a particularly important position within defence technology because communications networks connect almost every other element of military power.
Indigenous control over the underlying hardware, software and network-management technologies can reduce dependence on external vendors for upgrades, maintenance and integration while allowing communication systems to be tailored to Indian operational requirements.
It also enables improvements to be introduced progressively as operational requirements evolve.
The DRDO contract therefore represents more than another order in Avantel’s order book. It places an Indian private-sector electronics company in charge of developing and commissioning an important ground communications system covering both voice and data.
Combined with Avantel’s established SATCOM networks, software-defined radios, HF systems, airborne and maritime terminals, ongoing iDEX programmes and expanding ground-station infrastructure, the new programme illustrates the steady emergence of a broader indigenous capability spanning the entire communications chain.
The specific operational purpose of the new DRDO Ground Segment Hub remains undisclosed. What can be established is that DRDO has entrusted Avantel with a ₹117.88-crore indigenous development programme extending to February 2029, with responsibility encompassing development, installation and commissioning rather than simple equipment supply.
That distinction makes the programme particularly important. As India’s armed forces move steadily toward network-centric and increasingly data-intensive operations, the ground infrastructure connecting platforms, sensors and command systems will become as strategically important as the radios, satellites and terminals operating at the visible edges of those networks.
