Engineers India Secures Over $450-Million Dangote Contract for 700,000-BPD Kenya Refinery

State-owned Engineers India Limited has secured a contract worth more than US$450 million from Nigeria’s Dangote Group for a new 700,000-barrel-per-day greenfield refinery and petrochemical complex in Kenya.

Under the agreement, Engineers India Limited (EIL) will serve as the Project Management Consultant and Engineering, Procurement and Construction Management consultant for the project. EIL disclosed the contract on 22 September 2026, adding another major overseas assignment to its engineering portfolio.

700,000-Barrel-Per-Day Refinery Planned in Kenya

The Dangote Group plans to develop the integrated refinery and petrochemical complex in Kenya with a crude-processing capacity of 700,000 barrels per day. The facility is being designed to process a diverse basket of crude oils while producing petroleum products for regional and international markets.

EIL will provide engineering and project-management services across the development of the complex. Its PMC and EPCM role places the Indian company at the centre of engineering coordination, procurement management, construction management and overall project execution.

The proposed complex is intended to increase the availability of refined petroleum products in East Africa. According to EIL, the project will contribute to regional energy security, reduce dependence on imported petroleum products and create additional capacity to supply international markets.

EIL Extends Its Partnership With Dangote

The Kenya assignment builds on a long engineering relationship between Engineers India and the Dangote Group. EIL previously served as PMC and EPCM consultant for the 650,000-BPD Dangote Refinery and Petrochemical Complex at the Lekki Free Zone in Nigeria.

That project developed into one of EIL’s largest overseas consultancy assignments. The integrated Nigerian complex includes crude-processing facilities as well as petrochemical infrastructure and produces petrol, diesel, aviation fuel and other petroleum products.

EIL’s involvement continued after commissioning of the refinery. In January 2026, the company secured another major contract from Dangote for expansion of the Nigerian facility.

$350-Million Nigerian Refinery Expansion Contract

The Nigerian expansion programme will increase the Dangote refinery’s processing capacity from 650,000 barrels per day to 1.4 million barrels per day. EIL was selected to provide PMC and EPCM services for the expansion under a contract valued at more than US$350 million.

The expansion also covers a substantial increase in petrochemical production. Plans include additional polypropylene capacity and a 750,000-tonne-per-year Oleflex unit, further expanding the refinery’s integration with downstream petrochemical manufacturing.

EIL’s work on the expansion allows the company to carry forward the engineering and project-management experience accumulated during development of the original Lekki complex.

Two Major Dangote Contracts in 2026

The Kenya agreement is the second exceptionally large Dangote contract secured by Engineers India during 2026. The Nigerian expansion contract announced in January was worth more than US$350 million, while the latest Kenyan refinery assignment exceeds US$450 million.

Together, the two assignments represent more than US$800 million in announced contract value for EIL from the Dangote Group during 2026 alone.

Both projects employ EIL as PMC and EPCM consultant, giving the Indian PSU a continuing role in the development and expansion of large refining and petrochemical facilities across Africa.

Dangote Moves Into East African Refining

The Kenyan refinery represents an expansion of Dangote’s refining business beyond its established Nigerian operations into East Africa. At the planned 700,000-BPD capacity, the Kenyan facility would be larger in nominal crude-processing capacity than the original 650,000-BPD configuration of the Dangote refinery in Nigeria.

EIL’s participation creates continuity between the Nigerian and Kenyan programmes. Its engineers have already accumulated experience through the design, construction, commissioning and subsequent expansion of the Lekki refinery, experience that can now be applied to development of the Kenyan complex.

Major Overseas Order for an Indian PSU

Engineers India operates under India’s Ministry of Petroleum and Natural Gas and provides engineering consultancy and project-management services across refining, petrochemicals, pipelines, oil and gas, fertilizers, infrastructure and related industrial sectors.

The company has progressively expanded its international business, with projects across the Middle East, Africa and other overseas markets. The Dangote assignments have emerged as some of the largest international consultancy projects undertaken by the Indian PSU.

The latest US$450-million-plus Kenyan contract extends that presence into another major African energy project, with EIL moving directly from its work on Dangote’s Nigerian refining complex into the development of a new 700,000-BPD refinery and petrochemical hub in Kenya.
