After Make in India, Government Pushes for Study in India

NEW DELHI: Envisioning India as a global hub for education, the government proposes to allocate Rs 400 crore to create “world class institutions” and attract foreign students under the ‘Study in India’ mission.

A new education policy is in the works to bring about major changes in school and higher education, better governance and greater focus on research and innovation.

One of the key proposals is a National Research Foundation to fund, coordinate and promote research in the country. Funds available with all ministries will be integrated under NRF, FM Nirmala Sitharaman said.

HRD minister Ramesh Pokhriyal said: “The biggest step is the setting up of NRF. This is the first time the government has prioritised research and innovation.”

IIT-Delhi director V Ramgopal Rao called the higher allocation for creation of world-class institutions a “welcome move”, and said, “The major announcement is NRF. It will involve all the ministries, so research projects will be relevant for industry and society.”

The allocation for higher education is Rs 38,317 crore — a 20% jump over revised estimates of Rs 31,916 crore in 2018-19. The biggest gainers will be IITs — with Rs 6,409.95 crore marked out for them. Allocation for the RUSA scheme for higher education has gone up by around 40% to Rs 2,100 crore. Another focus area is making youth future ready with new-age skills, such robotics and AI, Sitharaman said.
