India and Benin Strengthen Defence, Healthcare, Agriculture and Economic Cooperation

India has been supporting the professional development of Beninese military personnel through training programmes conducted at Indian defence institutions. These initiatives provide opportunities for military officers and personnel to develop specialised skills, exchange operational experience and strengthen professional cooperation.

India and Benin have held high-level diplomatic discussions to strengthen bilateral cooperation in defence, healthcare, agriculture, trade and economic development. The engagement reflects the two countries’ continuing efforts to expand their partnership through capacity building, development assistance and closer institutional cooperation.

Indian Ambassador to Benin Abhishek Singh met Benin’s Vice President Mariam Chabi Talata in Porto-Novo, where both sides reviewed opportunities to deepen their bilateral relationship. The discussions covered several areas of mutual interest, including security cooperation, economic engagement and people-to-people exchanges.

During the meeting, Ambassador Singh conveyed greetings from India’s Vice President C. P. Radhakrishnan. Both sides reaffirmed their commitment to strengthening friendly relations and expanding cooperation in sectors that contribute to economic development and institutional capacity building.

India and Benin Expand Defence and Security Cooperation

Defence cooperation formed an important component of India’s latest diplomatic engagement with Benin. Ambassador Abhishek Singh separately met Benin’s Minister Delegate for National Defence, Gildas Agonkan, to discuss opportunities for strengthening bilateral defence relations.

The discussions focused on military capacity building, training assistance and institutional partnerships between the armed forces of the two countries.

India has been supporting the professional development of Beninese military personnel through training programmes conducted at Indian defence institutions. These initiatives provide opportunities for military officers and personnel to develop specialised skills, exchange operational experience and strengthen professional cooperation.

Beninese Armed Forces personnel regularly participate in training courses in India under the Indian Technical and Economic Cooperation (ITEC) programme. They also participate in military exercises that encourage interaction and cooperation between the armed forces.

The latest discussions build upon these established engagements and reflect the shared interest in strengthening defence cooperation through training and institutional exchanges.

Benin Participates in Indian Navy’s International Fleet Review and MILAN 2026

Maritime cooperation has also contributed to the growing defence relationship between India and Benin.

Earlier in 2026, a Beninese delegation led by the country’s Chief of the Naval Staff participated in the International Fleet Review 2026 and the multinational naval exercise MILAN 2026 in Visakhapatnam.

The participation provided an opportunity for Benin’s naval leadership to engage with the Indian Navy and representatives of other participating countries.

India regularly hosts multinational maritime engagements to strengthen professional exchanges, promote cooperation among naval forces and encourage dialogue on maritime security.

Benin’s participation in these events reflects the expanding scope of defence interactions between the two countries, particularly in maritime engagement and professional exchanges.

Healthcare and Agriculture Identified as Areas for Greater Cooperation

Healthcare and agriculture featured prominently in the discussions between Ambassador Singh and Vice President Mariam Chabi Talata.

Both sectors offer opportunities for India and Benin to strengthen development cooperation through technical expertise, institutional engagement and capacity-building initiatives.

India has considerable experience in pharmaceutical manufacturing, medical education, healthcare delivery and public health programmes. These capabilities provide a foundation for cooperation with African partner countries seeking to strengthen their healthcare systems.

Agriculture represents another important area of engagement. India’s experience in agricultural research, farming technologies, irrigation, food processing and agricultural education offers opportunities for knowledge exchange and technical cooperation.

The discussions reaffirmed the two countries’ interest in expanding their development partnership across sectors that support livelihoods, economic growth and public welfare.

Trade and Economic Cooperation Receive Renewed Attention

India and Benin also discussed opportunities to strengthen their economic relationship and encourage greater bilateral engagement.

Trade and investment provide an important foundation for expanding commercial relations between the two countries. Cooperation in agriculture, healthcare and other productive sectors can also create opportunities for businesses and institutions.

Benin’s geographical position in West Africa provides a basis for wider commercial connectivity within the region, while India’s manufacturing and services sectors offer opportunities for diversified economic engagement.

The latest diplomatic discussions highlighted the importance of strengthening economic cooperation alongside institutional and development partnerships.

India’s ITEC Programme Supports Capacity Building in Benin

The Indian Technical and Economic Cooperation programme remains an important instrument of India’s development partnership with Benin.

Established in 1964, ITEC provides training and capacity-building opportunities to professionals and government officials from partner countries.

The programme covers a broad range of disciplines, including information technology, agriculture, engineering, public administration, healthcare, education and defence training.

Through these initiatives, India shares technical knowledge and institutional experience with partner countries while strengthening professional relationships.

Beninese military personnel have benefited from training opportunities under the programme, contributing to the development of defence capabilities and professional exchanges.

The continued participation of Beninese personnel in Indian training institutions demonstrates the practical dimension of bilateral cooperation.

India and Benin Reinforce Their Development Partnership

The diplomatic engagements in Porto-Novo underline India’s continuing commitment to strengthening relations with Benin through cooperation in defence, healthcare, agriculture and economic development.

The meetings between Ambassador Abhishek Singh, Vice President Mariam Chabi Talata and Defence Minister Delegate Gildas Agonkan reaffirmed the importance of institutional partnerships, technical assistance and professional exchanges.

India’s capacity-building programmes and Benin’s participation in Indian defence and maritime initiatives provide an established foundation for further engagement.

As both countries expand their cooperation across economic and developmental sectors, the India–Benin partnership continues to strengthen India’s wider engagement with West Africa while creating new opportunities for mutually beneficial collaboration.
