India, US sign SOI to strengthen dialogue on defence technology cooperation

US Pacific Command Chief Admiral Samuel Paparo Begins Six-Day India Visit

According to the US Embassy, Paparo’s discussions in India will cover shared security priorities spanning digital transformation, emerging technologies, regional strategic stability and defence energy resilience.

Admiral Samuel J. Paparo, Commander of the US Pacific Command, began a six-day visit to India on October 3, 2026, as New Delhi and Washington continue to expand military cooperation across the Indo-Pacific.

The US Embassy in India said the visit is intended to advance the India-US defence partnership and reinforce the two countries’ shared commitment to a secure and stable Indo-Pacific. Paparo’s programme runs through October 8 and includes engagements with senior Indian defence and military officials.

India-US Defence Partnership at the Centre of the Visit

According to the US Embassy, Paparo’s discussions in India will cover shared security priorities spanning digital transformation, emerging technologies, regional strategic stability and defence energy resilience.

Maritime security is also a major theme. India and the United States have steadily expanded naval cooperation, maritime-domain awareness, joint exercises and information sharing as the Indian Ocean and wider Indo-Pacific assume greater strategic importance.

The visit comes under the broader framework of the India-US Major Defence Partnership, which has expanded significantly over the past decade across military exercises, logistics, technology cooperation and defence industrial engagement.

Emerging Technologies Gain Greater Importance

Technology cooperation has become an increasingly important component of bilateral defence ties.

The US Embassy identified digital transformation and emerging technologies among the areas expected to feature in Paparo’s engagements. These fields are becoming central to modern military operations as armed forces adopt artificial intelligence, autonomous systems, networked sensors and advanced communications.

Paparo’s previous visit to India in February 2026 also included engagements with Indian defence and technology organisations, reflecting the growing connection between operational cooperation and defence innovation.

Maritime Security Remains a Core Area

India and the United States conduct regular naval exercises and maintain cooperation on maritime security across the Indo-Pacific.

The bilateral relationship also operates through exercises such as Malabar, which includes India, the United States, Japan and Australia, alongside other service-level engagements between the two armed forces.

US Pacific Command has previously highlighted India’s role in regional security and the importance of military interoperability across land, sea, air, space and cyberspace.

Paparo’s current visit continues that focus, with maritime security positioned alongside emerging technology and regional stability as a principal area of engagement.

Second India Visit for Admiral Paparo in 2026

The October visit is Paparo’s second trip to India this year.

During his February 14-19 visit, he held discussions with senior Indian defence officials and travelled to New Delhi, Chandimandir and Bengaluru.

In Bengaluru, Paparo visited the Aeronautical Development Agency and the National Flight Test Centre. US Pacific Command said those engagements highlighted defence industrial cooperation and aerospace innovation.

He also participated in discussions involving Indian and American industry and technology representatives.

India-US Military Engagement Continues to Expand

The visit follows a series of India-US military engagements during 2026.

The two armed forces continue to conduct regular exercises intended to improve interoperability and operational coordination. US Pacific Command identifies Malabar, Tiger Triumph, Yudh Abhyas, Cope India and Cyber Flag among the major exercises supporting bilateral military cooperation.

India and the United States are also operating under a new ten-year framework for their Major Defence Partnership signed in October 2025. The framework provides a longer-term structure for expanding cooperation across operational, technological and industrial domains.

Indo-Pacific Security Remains a Shared Priority

US Pacific Command describes its area of responsibility as covering a vast region stretching across the Indo-Pacific and encompassing 36 countries.

For India, the Indian Ocean forms the geographical centre of its maritime security environment. Cooperation with the United States therefore increasingly extends beyond bilateral military exercises to maritime awareness, technology, logistics and regional security coordination.

Paparo’s visit brings these strands together through direct engagement with India’s defence leadership.

Defence Cooperation Moves Towards Technology and Maritime Integration

Admiral Paparo’s six-day visit reflects the continuing evolution of the India-US defence relationship from periodic military engagement towards deeper operational and technological cooperation.

The growing emphasis on maritime security, emerging technologies, digital transformation and defence resilience shows how the partnership is adapting to new operational requirements across the Indo-Pacific.

With structured military exchanges, regular exercises and a ten-year defence framework now in place, India and the United States are steadily building a broader architecture for long-term defence and maritime cooperation.
