A six-member Russian Navy delegation led by Captain 1st Rank Sergei V. Saitov visited India’s Southern Naval Command and the Indian Naval Academy in Kerala from September 27 to October 1, 2026, as the two navies continued their long-standing programme of professional and training exchanges.
According to the Indian Navy, the visit provided the Russian delegation with an opportunity to study India’s naval training framework, infrastructure and instructional facilities while discussing ways to expand maritime cooperation and institutional engagement.
Delegation Reviews Indian Navy Training Infrastructure
During the visit, the Russian officers were introduced to the Indian Navy’s core training system and associated facilities under the Southern Naval Command.
The delegation also visited the Indian Naval Academy, which serves as the principal officer-training institution of the Indian Navy. The engagement offered the visitors a closer look at the academic, professional and physical training structure used for preparing future naval officers.
The Indian Navy described the interaction as part of continuing efforts to strengthen professional exchanges between the two maritime services.
Discussions Focus on Maritime Cooperation
The two sides discussed opportunities to deepen naval cooperation and strengthen professional linkages between Indian and Russian institutions.
The Indian Navy said the interaction also explored ways to enhance interoperability. Such professional exchanges allow naval personnel to better understand each other’s training systems, operational practices and institutional structures.
Training cooperation has long formed an important component of India-Russia defence relations, complementing exercises, technical interaction and wider military-to-military engagement.
Southern Naval Command Plays Central Training Role
Headquartered in Kochi, the Southern Naval Command is the Indian Navy’s principal training command and oversees a wide network of establishments responsible for specialised naval instruction.
Its training institutions cover areas ranging from seamanship and navigation to engineering, communications, logistics and operational preparation. Visits by foreign naval delegations therefore provide a structured mechanism for exchanging experience across different areas of maritime training.
The Russian delegation’s interaction with the command fits within this broader framework of professional military education and institutional cooperation.
Indian Naval Academy Strengthens Officer-Level Exchanges
The Indian Naval Academy at Ezhimala in Kerala is responsible for the foundational training of officers entering the Indian Navy and Indian Coast Guard.
Exposure to the academy gives visiting naval delegations an understanding of how India prepares officers across academic, physical, leadership and maritime disciplines.
Such interactions can support future exchanges involving instructors, trainees and professional military education programmes without requiring the two navies to operate identical training systems.
India and Russia Maintain Long-Standing Naval Relations
India and Russia have maintained extensive defence and maritime ties over several decades.
Naval cooperation has included exercises, training exchanges, technical interaction and defence-industrial collaboration. The two countries also conduct the INDRA series of military exercises, which has included naval participation alongside broader bilateral defence engagement.
Professional visits such as the September-October delegation exchange add an institutional layer to this relationship by keeping officer-to-officer interaction active between major operational engagements.
Interoperability Extends Beyond Joint Exercises
Interoperability is often associated with ships operating together at sea, but it also depends on common understanding of procedures, communications and professional practices.
Training exchanges can therefore contribute indirectly to future joint activity by familiarising personnel with how partner navies organise instruction and operational preparation.
The Indian Navy’s emphasis on professional and institutional linkages during the Russian delegation’s visit reflects this broader approach to maritime cooperation.
Visit Reinforces Institutional Naval Partnership
The five-day engagement concluded after the delegation completed its programme at the Southern Naval Command and Indian Naval Academy.
The Indian Navy described the visit as reflecting the enduring naval partnership between India and Russia and as an opportunity to further consolidate professional ties.
By combining institutional exposure with discussions on training and interoperability, the visit added another practical element to the continuing maritime relationship between the two countries.
