India’s NBCC to Build 1,008 Affordable Homes in Seychelles Under Landmark Housing Agreement

Seychelles has signed a major agreement with India’s state-owned construction company NBCC Limited for the development of 1,008 affordable homes at Île Aurore, marking a significant expansion of bilateral cooperation in housing and urban infrastructure.

The agreement covers the first phase of the Île Aurore Housing Development Project and is expected to create Seychelles’ first large-scale high-rise affordable housing community.

It was signed at the Office of Vice President Sebastien Pillay by Seychelles Secretary of State for Lands, Housing and Infrastructure Joseph François and NBCC Executive Director Pradeep Sharma.

Project Supported by India’s Economic Package

The housing development forms part of the broader partnership between India and Seychelles following Seychellois President Dr Patrick Herminie’s State visit to India in February 2026.

During the visit, India announced a Special Economic Package worth USD 175 million for Seychelles. Of this amount, USD 75 million has been allocated through the Export-Import Bank of India to support the affordable housing project and its associated infrastructure.

The financing arrangement is intended to help Seychelles expand access to modern housing while improving essential urban services.

NBCC to Manage Planning and Construction

Under the agreement, NBCC will provide project management and consultancy services covering planning, architectural and engineering design, procurement and implementation.

The development will include 1,008 affordable housing units, internal roads, utility networks and other supporting infrastructure.

A new sewage treatment plant will also be constructed to serve Île Aurore and nearby areas, adding an important environmental and public-service component to the project.

Two- and Three-Bedroom Apartments Planned

The first phase is scheduled for completion by 2029 and will include modern two-bedroom and three-bedroom apartments in multi-storey residential buildings.

The project represents a new model of affordable urban housing for Seychelles, where limited land availability and growing housing demand have increased the need for carefully planned vertical residential development.

The apartments are expected to provide improved housing opportunities for Seychellois families while supporting the government’s efforts to build inclusive and sustainable communities.

Île Aurore Envisioned as Integrated Township

The larger Île Aurore Master Plan is expected to accommodate at least 1,800 residential units once fully developed.

The proposed township will also include schools, commercial establishments, recreational areas, public amenities and essential infrastructure.

By combining housing with education, commerce, public services and community spaces, the project is intended to create a complete residential environment rather than an isolated housing complex.

Strengthening India–Seychelles Development Partnership

The agreement adds a major infrastructure component to the longstanding relationship between India and Seychelles.

India has supported Seychelles in areas including capacity building, maritime security, infrastructure, healthcare and development assistance. The Île Aurore project extends this partnership into large-scale affordable housing and urban planning.

For Seychelles, the development is expected to help address housing shortages, improve access to quality homes and support long-term population and urban-growth requirements.

The project also gives NBCC an important role in delivering Indian engineering and project-management expertise in the Indian Ocean region.

Once completed, the first phase of the Île Aurore Housing Development Project will stand as one of the most visible examples of India–Seychelles development cooperation and a major step towards expanding affordable housing for Seychellois citizens.
