The first round of the meeting on the 2+2 Ministerial Dialogue was held in New Delhi in September 2018 and had focussed on the need for upholding peaceful resolution of territorial maritime disputes, promoting market-based economics, supporting good governance, fundamental rights, and liberties, and preventing external economic coercion.
During the meeting both leaders reviewed the progress made in the bilateral relationship since PM’s visit to Vladivostok. PM specifically mentioned the successful visits of our Minister of Defence and Minister of Petroleum and Natural Gas to Russia. His Vladivostok visit progress has been achieved in Indian investments in diamond, timber and infrastructure sectors besides petroleum in Far-East Russia.
Modi said that strengthening the BRICS business links could be achieved with the full cooperation of the NDB and the BRICS Business Council.

During the bilateral meeting between PM Modi and President Putin, the bilateral relations, including cooperation in the military technical field, energy and space are expected to be discussed, Russian deputy chief of mission (DCM) Roman Babushkin told reporters in New Delhi.
The SCO is a China-led eight-member economic and security bloc in which India and Pakistan were admitted as full members in 2017. Its founding members included China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
